CIRCULAR
PROVIDING FOR SUSPENSION OF TEMPORARY IMPORT FOR RE-EXPORT OF ROUND TIMBER AND SAWN TIMBER FROM NATURAL FORESTS OF LAOS AND CAMBODIA
Pursuant to the Law on Foreign Trade Management dated June 12, 2017;
Pursuant to Decree No.98/2017/ND-CP dated August 18, 2017 of the Government on functions, duties, rights and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No.69/2018/ND-CP dated May 15, 2018 of the Government on elaboration of a number of articles of the Law on Foreign Trade Management;
At the request of Director of Export and Import Department,
The Minister of Industry and Trade promulgates a Circular on suspension of temporary import for re-export of round timber and sawn timber from natural forests of Laos and Cambodia.
Article 1. Scope
This Circular provides for suspension of temporary import for re-export of round timber and sawn timber from natural forests of Laos and Cambodia.
Article 2. Regulated entities
1. Traders involved in temporary import for re-export of round timber and sawn timber from natural forests of Laos and Cambodia
2. Authorities and organizations responsible for management of temporary import for re-export of round timber and sawn timber from Laos and Cambodia
3. Other organizations relevant to temporary import for re-export of round timber and sawn timber from Laos and Cambodia
Article 3. Suspension of temporary import of timber
Temporary import of round timber and sawn timber from natural forests of Laos and Cambodia of heading 44.03 and 44.07 according to the Vietnam’s nomenclature of imports and exports, which is issued together with Circular No.65/2017/TT-BTC and amendments thereto (if any), for re-export to third countries are suspended.
Article 4. Effect
1. This Circular comes into force from January 01, 2019 to December 31, 2023.
2. This Circular will replace Circular No.37/2014/TT-BCT dated October 24, 2014 of the Ministry of Industry and Trade on suspension of temporary import for re-export of round timber and sawn timber from natural forests of Laos and Cambodia.
3. Should any question arise during implementation, entities concerned shall inform the Ministry of Industry and Trade in writing for handling./.
