1. Scope and boundary
Planned scope has an area of ​​about 26,326 ha, including Bac Ninh city, Tien Du district, Tu Son town and 3 communes of Han Quang, Yen Gia, Chi Lang in Que Vo district.
Boundary of planning region is limited as follows:

- Bordering Bac Giang province and Yen Phong district, Bac Ninh province to the north and northwest.
- Bordering Ha Noi capital to the west and southwest.
- Bordering Thuan Thanh district, Bac Ninh province to the south.
- Bordering districts of Que Vo and Gia Binh, Bac Ninh province to the east and southeast.

2. Nature

- Being a political, administrative, economic, cultural, science and technology, education - training center of Bac Ninh province.

- Being an economic hub of a key region in east and southeast Ha Noi capital region, connecting Hanoi with northern sea ports, having potential for development of: industry, trade, and tourism and knowledge economy.

- Being an important transport, exchange hub of Hanoi capital region, key northern economic region, the Red river delta region and the wholly country; associating with two economic corridors of Lao Cai - Hanoi - Haiphong - Quang Ninh; Lang Son - Hanoi - Haiphong - Quang Ninh.
- Having important position on national security and defense.
3. Development objectives

To construct and develop Bac Ninh urban into a city of grade I by 2020, being a premise to build the province into a centrally-run city before 2030.

To construct and develop Bac Ninh urban into a cultural, ecological city towards knowledge economy, smart city.

To strengthen management, attraction of investment; training human resources; construction of synchronous, modern infrastructure, sustainable development, disaster prevention and global climate change response.
Vision to 2050:

- To become one of the most important economic center of northern economic region and Hanoi capital region with a focus on trade services, training - scientific research, cultural tourism, health – resort and logistic with high quality.

- To become a hub of exchange, a center of cultural tourism, training - scientific research of Ha Noi capital region, northern economic region and the wholly country, having international significance.

- To become a sustainable development, major urban with specific characteristics: culture - ecology - knowledge; having a solid, high competitive economic foundation; good welfare conditions and high quality living; effectively response to climate change.
4. Development forecasts

- Size of population: by 2020, reaching 716,000 people, out of which, urban population is 480,000 people; urbanization rate hits 67%; by 2030, approximately achieving 890,000 people, total amount of urban population is about 735,000 people; urbanization rate posts about 83%.
- Land area: by 2020, urban construction land is about 7,200 hectares, hitting a target of about 150 m²/person; by 2030, urban construction land is about 11,000 ha, posting a target of about 150 m²/person.
5. Space development orientation
5.1. Model of urban development:

To develop Bac Ninh urban under three corridors to form urban development triangular, a focus of development triangle is Phat Tich area; poles of Bac Ninh, Tu Son, Tien Du, Nam Son play a key role of urban development dynamics:

- Urban corridor: connecting three urban areas of Bac Ninh - Tien Du - From Son and linking Bac Ninh urban with Hanoi capital city.

- Creative corridor: being development axis connecting Bac Ninh urban area with Nam Son urban subdivision, being development and research, education and training centers in future.

- Ecological corridor: Corridor of natural conservation and development of cultural, ecotourism, eco alongside Duong river, creating development motivation for southern Bac Ninh urban and south Duong river area, linking urban subdivision of Nam Son with Hanoi capital city.

5.2. Urban space development orientation
Existing area:

- To renovate and upgrade administrative center, public, trade and services centers; relocating inconsistent production facilities to the outside; supplementing, improving and upgrading social and technical infrastructure to hit technical standards of urban area grade I; renovating and refurbishing urban landscape, embellishing architecture of residential areas and urbanized villages in a process of urban expansion.

- To preserve historical heritages, tangible and intangible cultural objects; conserving traditional village space and natural framework of Sot river bank, Sot mountain which are key factors to form difference of Bac Ninh urban: preserving natural resource and heritage around Phat Tich area; Dam mountain areas; preserving natural resource around Phu Lam area; conserving natural resource and heritage of Duong river, love duets of Cau river; reserving nature and traditional villages, love duet village of Ngu Huyen Khe river.
New development area:

- Bac Ninh urban division: being administrative, political center of Bac Ninh province; a trade - services - financial – administrative center of the region. By 2030, total amount of population is about 245,000 people, area of ​​urban construction land is about 2,400 ha:

+ Northwest new urban area: developing newly northwest urban area with new administrative center of Bac Ninh city, building new trade and service zones at urban level.

+ West new urban area: developing newly west urban area, its center is H road, building newly trade and service center at capital region level.

- Tien Du urban area: being culture, history, education and training urban area; a regional center of education and training, tourism; center of trade and service at urban level. By 2030, total amount of population is about 100,000 people, area of ​​urban construction land is around 1,600 hectares:

+ North new urban development area: developing new urban area, its center is an urban railway station.

+ University urban development area: developing university urban in conjunction with residential areas, service works for university and residential areas, connecting with urban railway station.

- Nam Son urban area: being an urban area of ecology - education - science and technology; knowledge economy center of Bac Ninh urban, linking with nature. By 2030, total amount of population is around 100,000 people, area of ​​urban construction land is about 2,000 ha:

+ To construct concentrated agencies of researching and developing advanced science and technology, attracting national and international universities.

+ To develop administrative center at urban level, trade and service buildings, provincial health works, provincial sports complex.
+ To construct high-quality residential areas, expert housing, university urban area.

- Tu Son urban area: being an industrial urban area bordering Ha Noi capital city; center of clean, high technology industrial center of capital region; having high quality residential areas, their centers are public transport to attract people to settle, reducing pressure of population concentration for Ha Noi capital city. By 2030, total amount of population is around 310,000 people, area of ​​urban construction land is about 5,000 ha:

+ Development of new urban zones in northern area: developing new urban zones along provincial road axis No.295C, 287 and 277.

+ South Tu Son industrial urban area: continuing to invest in building industrial park of Dai Dong - Hoan Son VSIP industrial park, attracting clean, high technology industrial enterprises to invest in production. Continuing to invest in building social and technical infrastructure in new urban areas.
+ Huong Mac and Phu Khe urban area: developing urban zones having services of traditional handicraft villages with modern trends.

5.3. Rural development orientation, including agricultural areas and rural residential areas in communes of Phu Lam, Yen Gia, Chi Lang ... and riverside village of Duong river:

- To renovate and build new countryside on basis of conservation or preservation of traditional village space structure; preserving cultural - historical monuments, religious relics and natural landscapes associating with rural tourism; constructing and developing new countryside to achieve national criteria on new countryside.

- To develop model of low density ecological residential area, service centers supporting tourism, agriculture, traditional villages.

6. Orientation of social infrastructure and economic infrastructure system
6.1. System of administrative, political, security and defense centers

- Provincial administrative center: maintaining existing location of provincial administrative center in Suoi Hoa ward, upgrading and renovating toward modern trends.

- Urban administrative centers: building new administrative center of Bac Ninh city in northwest new urban area, building new administrative center of Tien Du district in southern region of Lim hill as plan, maintaining administrative center of Tu Son town at current location, building newly administrative center of Nam Son urban area in central of Nam Son urban area.
- To organize, upgrade, renovate and maintain land fund for national security, defense as specialized plan of national security and defense.

6.2. Orientation of industrial development

To continue to invest in building and improving existing industrial parks such as VSIP, Tien Son, Dai Dong - Hoan Son, Que Vo, ... does not allocate more new industrial parks, stop operation of industrial clusters causing environmental pollution, developing clean and high technology industries.
6.3. Development orientation of trade and service system

- To construct new trade, services, logistic centers at level of capital region in new development area of west Bac Ninh urban zone.

- To construct newly and renovate trade and service buildings at urban level in:

+ Bac Ninh urban subdivision: constructing new trade and service centers at urban level in northwest new urban zone, renovating existing trade and service center of Bac Ninh, developing trade and service along key roads.

+ Tien Du urban subdivision: constructing new trade and service centers in area of ​​urban railway station.

+ Tu Son town subdivision: improving existing trade and service center, building trade and service projects along provincial road No.295C and urban railway station area.

+ Nam Son urban subdivision: building new trade and service center in central of Nam Son urban zone and urban railway station.
- To construct trade and service projects for tourism zones.

6.4. Orientation of conservation of historical heritage, cultural tangible and intangible heritages, traditional village space and natural framework of river bank, mountain in association with development of tourism services:

- To preserve cultural and historical monuments in planned area to form key tourism destinations, such as Phat Tich, love duet progenitor, Bac Ninh temple, Dam mountain, Lim festival, Phu Lam, tomb of Ly dynasty, Do temple, Dinh Bang, Tieu Tuong river...

- To associate urban development with conservation of village space, preserving and promoting traditional identity, especially in love duet villages to create tourism destinations.

- To arrange travel network to link with major tourism destination, love duet villages, paying special attention to tourism waterway network of Duong river, Cau river connecting with key tourism destinations.
- To establish a system of hotels, restaurants, high-end services in urban centers; constructing specific shopping streets in old streets, upgrading and developing walking streets, shopping malls.
6.5. Development orientation of training and education system

- To invest in constructing infrastructure and attract investment in university village I and university village II as planned, looking toward to develop into education and training center at capital region level under orientation of construction plan of Ha Noi capital region to 2030.

- To continue to invest in construction of universities and colleges in Tu Son as planned.

- To invest in building advanced technology and science research centers of capital region in urban subdivision of Nam Son.
6.6. Development orientation of community healthcare and health system

- Provincial health center: modernizing provincial general hospitals under health plan of Bac Ninh province by 2020; proposing to construct new health centers in Nam Son to serve residents in Nam Son urban zone in short term. In future, taking advantage of transport, natural environment to attract international hospitals, branch II of central hospitals to form 2^nd provincial health centers, serving healthcare demand of the people in the province and may serve a part of neighboring provinces.
- To construct newly Tu Son general hospital along provincial road No.295C.
- To upgrade existing hospital of Tien Du district.
6.7. Development orientation of cultural projects

- Provincial cultural center: continuing to use Kinh Bac cultural center as cultural center of the province.
- Urban culture center:

+ Bac Ninh urban subdivision: new cultural center of the city built in Kinh Bac ward.
+ Tien Du urban subdivision: renovating, upgrading and expanding existing cultural center in Lim which is cultural center of the province.

+ Tu Son urban subdivision: newly constructing urban cultural center of urban of Tu Son town in area bordering road No.295C.

+ Nam Son urban subdivision: building newly Nam Son urban cultural center in centre of Nam Son urban area (area of ​​intersection between national road No.38 and provincial road No.287).
6.8. Development orientation of green parks, sport projects:

- Regional sport center in the province: building newly regional sport center in Bac Ninh province on lake side in Nam Son urban zones, promoting space of large-scale waterface and arrange urban railway station to create traffic convenience with suitable scale and characteristics, meeting national, international standards.

- In future, sport center of Bac Ninh province will be a sports center at Bac Ninh city level.
- To construct newly sports centers at urban level in urban subdivisions.

- To arrange urban parks in urban subdivision of Bac Ninh, Tien Du, Tu Son, Nam Son.

- To arrange basic sports grounds and parks in each residential area, contributing to improve health of residents through daily physical, sport activities.

- To preserve and develop natural frame on basis of linking mountains and systems of Duong river, Cau river, Ngu Huyen Khe river, restoring many section of Tieu Tuong river, cleaning environment of river of Ngu

7. Urban design

7.1. Overall orientation of urban design

- Urban system: Building 1 central urban subdivision (Bac Ninh) and 3 urban subdivision (Tu Son, Tien Du, Nam Son), promoting traditional culture of each region.

- To construct key landscape spatial axes under transport routes: provincial road No.295C, road H, Ly Thai To road, Le Thai To road...

- Landscape axis on basis of development of natural framework: space axes of rivers of Duong, Cau, Ngu Huyen Khe river, ecological green space axes and linking green space axes... forming network of water and trees linking together across the wholly urban area.

- To renovate and refurbish existing urban areas, conserving architectural space of historical culture relics, conserving space of the urban traditional village with some green cushion area.

7.2 Urban design guidelines for key areas

- To construct modern, high rise architectural space to be a symbol of city of Bac Ninh following key transport route: H road, Ly Thai To road, Le Thai To road, provincial road No.295C... in Bac Ninh urban subdivision.
- To develop trade - services – office center at capital region level in Bac Ninh city with high-rise, modern buildings, having open space with much green trees, central park and central plaza, specific architecture stylish; arranging network of underground parking in the area.

- To build new urban area in northwest city of Bac Ninh with space of cultural exchange, entertainment, arranging large scale park which connects each other through systems of trees and water surface. Building new administrative center of Bac Ninh city with modern architecture under green architecture direction.

- To construct landscape axis along provincial road No.295C with many high-rise buildings on two sides to ensure efficient use of land and create a modern face for new urban area.
- To build Nam Son new urban zone with urban axis alongside Con Ten canal connecting with Dam mountain - Duong river, constructing multi-functional space to serve tourism alongside Con Ten canal; constructing scientific research zones and residential areas with architecture in harmony with nature, low building density, high proportion of green land.

- To build central zone of Tien Du urban subdivision, a central point is urban railway station and complexes of trade and service buildings, creating architectural face to welcome visitors to festival of Lim; renovating and upgrading square of Lim festival.

- To build a network of green trees, waterface to promote Duong river, Cau river, Ngu Huyen Khe river; preserving nature, ecological agriculture landscape, traditional villages along rivers; conserving and restoring river of Tieu Tuong; conserving characteristic hilly terrain in planned area such as Che mountain, Phat Tich mountain...
- To improve residential areas, improving quality of landscape architecture and living environment; conserving traditional village architecture, historical relics, operating space of love duet cultural villages.

8. Orientation of technical infrastructure system and environment

- Airway: using Noi Bai international airport.
- Public bus routes: (1) route of Bac Ninh - Tien Du - Tu Son - Hanoi (separate lane route of BRT); (2) route of Nam Son – Phat Tich - Tu Son - Hanoi (BRT route); (3) route of Nam Son - Tien Du - Tu Son – Ha Noi (BRT route); (4) route of Bac Ninh - Nam Son - Ho; (5) route of Cho - Bac Ninh – Pho Moi - Ho - Gia Binh - Luong Tai; (6) route of Cho - Tu Son – Phat Tich - Ho; (7) route of Lim – Phat Tich - Ho.

8.2. Orientation of technical preparation plan.

8.3. Orientation of water supply plan

- Water supply indicator: 120 liters/person/day and night by 2020, rate of water supply is 90%; 180 liters/person/day and night by 2030, rate of water supply is 100%.
- Demand for water supply:

+ Total water demand for urban living and production is about 129,000 m³/day and night by 2020; about 320,000 -270,000 m³/day and night by 2030.

+ Water source: including surface water and groundwater, primarily taken surface water of Duong river and Cau river.

- Water supply projects: constructing newly or upgrading and expanding capacity of existing water plant, specifically:
+ Bac Ninh surface water plant (surface water of Cau river) have a capacity of about 9,500 m3/day by 2020; having a capacity of 35,000 m³/day by 2030.

+ Bac Ninh surface water plant (surface water of Duong river) have a capacity of around 50,000 m³/day and night; having a capacity of 100,000 m³/day by 2030.

+ Tri Phuong surface water plant (surface water of Duong river) have a capacity of about 4,400 m³/day and night; having a capacity of approximately 20,000 m³/day and night by 2030.
- Network of water supply pipes:

+ To use round network and penguin branch, ensuring safe water supply. Reconstructing, upgrading and building newly pipeline networks, booster pumping station and ancillary projects. Diameter of transmission pipelines is from DN 150 to DN 600; diameter of distribution pipelines is from DN 50 to DN 110.
8.4. Orientation of electricity supply and urban lighting plan:
Electricity supply:

- Total electricity capacity is about 1,500 MVA by 2030
- Power source: national power system and 220 kV transformer station of Bac Ninh.

- Grid:
+ High voltage grid: 500 kV, 220 kV, 110 kV under electricity sector plan of the Ministry of Industry and Trade. On other hand, adjusting some 110 kV lines, which are in areas being oriented to become urban centers, to outside urban areas.

+ Medium voltage grid: using two voltage levels of 22 kV and 35 kV; gradually converting existing grid of 6 kV, 10 kV... to above-mentioned voltage levels.

+ Low voltage grid: using a voltage of 380/220 V; newly constructed and renovated power grid within urban area go underground; power grid in suburban areas go ground.
- Substation: newly constructing and upgrading 220 kV substation and 110 kV substations.
Urban lighting:

- To renovate and complete urban lighting system under prescribed standards, applying automatic and semi-automatic control into streetlight system.
- In urban architectural landmark, designing landscape lighting.
8.5. Orientations of communication plan:

- To develop communication system with modern technology; using new technologies in telecommunications, proceeding to access information on a large scale.

- Transmission system will be designed under form of loops, combining with providing cable television services, broadband internet, ...; line system go underground.
8.6. Orientation of sewerage and sanitation plan

- Indicator of sewage collection is equal to 80% of water standards by 2020, 90% of water standards by 2030.
- Total volume of wastewater:

+ Wastewater volume is about 75,000 m³/day and night by 2020; around 198,000 m³/day and night by 2030.
+ Industrial wastewater by 2020 volume is approximately 26,000 m³/day and night, approximately 48,000 m³/day and night by 2030.

- Drainage system:

+ New urban areas and industrial parks must build separate sewer system; for existing residential areas which are using general drainage system will proceed to convert to private drainage system.
- Wastewater treatment projects:

+ Bac Ninh city: wastewater treatment plant is expected to hit a capacity of 30,000 m³/day and night by 2020; expected to post a capacity of 50,000 m³/day and night by 2030.

+ To raise capacity of wastewater treatment plant to around 25,000 m³/day and night by 2020; approximately 30,000 m³/day and night by 2030.
+ In other areas, building new wastewater treatment plants.
+ In concentrated industrial parks, building industrial wastewater treatment factories.

8.7. Orientation of solid waste collection and treatment plan
- Amount of generated solid waste: 1,3 kg/person/day.

- Rate of solid waste collection is 90-100%.

- Total amount of collected solid waste is about 800 tons/day and night by 2020; around 2,000 tonnes/day and night by 2030.

- To upgrade solid waste treatment plant in area of ​​Phu Lang commune, Que Vo district; building new solid waste treatment plants in area of Tien Du, Tu Son.

- Solid waste treatment zones have modern technology, using recycling technologies which are environmentally friendly, minimizing amount of landfilled waste.
- Industrial waste and medical waste is classified, collected and processed separately.
8.8. Orientation of cemetery plan

Land demand for building cemetery is about 100 ha by 2030. Building 04 medium-size cemeteries under model of cemetery park associating with each urban area of ​​Bac Ninh, Tu Son, Tien Du. Constructing, planning cemetery under crematory method; planning existing cemetery area to renovate and embellish towards cemetery park or cemetery garden. Building a funeral home in each urban area.
8.9. Strategic environmental assessment.

- To deal with current situation of environmental pollution; ensuring safety of living, irrigation water supply, protecting environment of water, land and air environment; protecting forest fund, natural ecosystem.

- To minimize negative impact on environment through measures: monitoring and handling pollutant violations; assessing environmental impact and environmental protection commitments for each project; advertising, raising awareness about environmental protection; applying appropriate science, technology and technical progress in environmental protection activities.

- To set up management regulations of environmental protection and having measures to strictly control environmental pollution for conservation area and limited development area; urban residential areas and resorts; protective forest region...
- To develop automatic environment monitoring system.
- To have policies to prevent environmental pollution; controlling river bank erosion; strengthening rescue capacity.
8.10. Laying underground system of line, technical pipelines

To set up plan of laying underground grid, engineering pipeline; developing a roadmap of laying underground in areas that go well.
9. Programs and projects prioritized for investment
9.1. Strategic program:

- Bac Ninh urban development program by 2030.
- Program of environmental protection, disaster prevention and adaptation to climate change.
- To develop plan of investment in construction of projects at capital region level, at provincial region level and urban level under priority order, especially for in a period of 2016-2020.

- Projects creating motive force for urban economic development: Phat Tich cultural tourism zone; resort, tourism zone along Duong river in Tien Du; cultural and tourism area of Dam temple; love duet ancestor tourism zone; Dam mountain tourism zone; improving infrastructure of industrial parks, constructing logistic zone of Phong Khe (west urban area of ​​Bac Ninh); constructing trade centers and huge hotels in urban areas of Tu Son, Bac Ninh; projects of high-tech agriculture, ecological agriculture.

- Projects of developing social infrastructure: administrative center of Bac Ninh city, specialized and general hospitals of Bac Ninh, Tu Son general hospital, university village I, university village II, park and lake of Van Mieu, projects of building housing in urban areas of Bac Ninh, Tu Son, Nam Son, university urban area, sports complex.

- Projects of environmental sanitation, environmental protection, disaster prevention and response to climate change: raising capacity of wastewater treatment plant in Bac Ninh city, Tu Son town, building newly network of wastewater treatment No.2 in Bac Ninh, waste treatment plants at district level.

- Projects of conservation of monuments, historical relics and cultural heritage: constructing, embellishing temple of Do and river of Tieu Tuong, cultural historical relic of tombs of Ly dynasty...
10. Organizing implementation
+ People's Committee of Bac Ninh province:

- To promulgate regulation on construction management under master plan of Bac Ninh urban to 2030 with a vision to 2050.

- In collaboration with Ministry of Construction to organize to publicize master plan of Bac Ninh urban to 2030 with a vision to 2050.

- To organize to set up programs of urban development, zoning plan, detailed and urban design plan which are in consistent with master plan of Bac Ninh urban to 2030 with a vision to 2050; building and promulgating regulation on management of plan, urban architecture as prescribed.
