Plan on development of nationwide logistics center system through 2020 with an orientation toward 2030

PLAN ON DEVELOPMENT OF NATIONWIDE LOGISTICS CENTER SYSTEM THROUGH 2020, WITH AN ORIENTATION TOWARD 2030

I. Development viewpoints
1. To develop logistics centers to become key service centers in circulation and distribution of goods, serving effectively for production and consumption of domestic goods, imports and exports, promoting nationwide socio economic development.
2. To develop logistics centers towards synchronous, professional and modern; combining rationally with plans of development of trade, industry, road, waterways, railway, aviation, land-use plan and other plans on development of socio-economic infrastructure of regions in the wholly country; gradually integrating into logistics services market in region and around the world.
3. Development of logistics centers bases on active mobilization of social resources, including resources from foreign investors. Ensuring mobilization and effective use of resources for construction and exploitation of nationwide logistics centers.
4. Development of logistics centers must have the focus, main point on basis of determining number, size, and suitable location of logistics center in each period.
5. To develop logistics centers towards sustainability, combining closely with ensuring firmly national security and defense, creating local employment, narrowing gap of socio economic development among regions, saving arable land, protecting environment, having green growth and adapting to climate change.
II. Development goals
1. Development of logistics center network must satisfy demands of production and circulation of goods in the country, import and export. Effectively exploiting market of Vietnam’s logistics services, out of which, focusing on outsourced, fully integrated and synchronized logistic service, organizing and operating under model of 3rd party logistics (3PL) to promote development of production and trade through minimizing costs and supplementing added value to goods and services of enterprises. Gradually implementing 4th party logistics model (4PL) and 5th party logistics (5PL) on basis of development of e-commerce and modern, effective and professional supply chain management.
2. Striving to 2020, growth rate of logistics services achieves 24% - 25%/year; proportion of logistic service contribution to total GDP of the economy is 10%, rate of outsourced logistics services by 40%, minimizing proportion of logistics costs to total GDP of the economy to around 20%. By 2030, these indicators are 34% - 35%/ year, 15%, 65%/year and 15% - 17%/year, respectively.
III. Development orientation
1. To develop logistics centers at grade I under national and international standard, having position and role as key center. From key centers, developing under fan blade shape logistics center at grade II in region, sub-region and economic corridors; embracing and supporting circulation of goods from production, import to consumption, exports in region, sub-region and on economic corridors; connecting system of ports, dry ports, airports, railway stations, road networks, national border gates, international border gate and border gate economic zones, industrial parks, concentrated commodity production parks...
2. To form and develop specialized logistics center, in first, dedicated aviation logistics centers associating with aviation airports, connecting with the system of logistics centers at grade I and grade II to support, promote import export activities or transit goods through types of multimodal transport, catering for input and output of industrial production in industrial parks, high-tech centers, large-scale concentrated production areas.
IV. Development plan
1. Criteria of plan
- Basing on scale of logistics service market serving development of commodity circulation, production, consumption and export in areas, regions and the whole country. Ensuring that scale of the market must be large enough, a high level of concentration and have ability to develop stably in long term period.
- Connecting conveniently with transportation system. Sticking transport infrastructure and transport corridors. Using conveniently at least a method in a network of multimodal transport.
- To ensure a close relationship with partners; connecting with manufacturers, importers, and types of ports, railway stations, bus stations, border gates, industrial park and concentrated commodity production areas ...; connecting with consumers, out of which, the focus is the wholesale, retail distributors, exporters...
- Having advantages of geographical location, close to supplies of goods such as industrial parks, ports, border gates... or close to market, consumption customers. Out of which, prioritizing to select advantageous logistics centers near to market, concentrated consumption areas with large and stable consumption scale, developed trade, eventful trading activities, having wide distribution network and being arranged at high density.
- To be suitable with plan of transportation network, land using plan and other socio economic infrastructure development plans in regions and localities. Ensuring enough land to arrange functional areas, meeting demand of long-term development of logistic centers.
Logistics centers of grade I locate near or can connect to seaports, international airports, having fully integrated function and all-inclusive services of a logistics center, which operate as a port, container yard, warehouse, CFS, having scale of area of ​​more than 20 hectares, minimum serving radius is more than 100 km.
Logistic centers of grade II locate in economic centers, large consumption market, concentrated production areas, including some key functions of a logistics center, operating as a container yard , bonded warehouse, CFS, covering an area of ​​more than 10 hectares, minimum serving radius of over 50 km.
Dedicated logistics centers attaches to or having convenient roads connect directly to airport, having an area of at least of 03 hectares.
- Dedicated logistics centers attaching to airports must conform with plans and orientation of development of national airport system, focusing on implementation of logistics services for high-tech goods, perishable goods or high value goods...;
connecting and serving activities of enterprises in modern industrial parks and advanced manufacturing technology centers in key economic regions of north – the central – south Vietnam, firstly, optimizing circulation and distribution of modern, complex, sophisticated, high value and perishable material and goods of input and output of these enterprises and gradually expanding functions to serve activities of re-exports, transit, transshipment through international airports nationwide.
2. Options of plan
2.1. North: establishing and developing 07 logistics centers of grade I, grade II and 01 dedicated logistics center attaching to airports in regions, sub-regions and economic corridors.
- Red river delta:
+ Hanoi capital city and provinces in the capital region: 01 logistic center of grade I (north Ha Noi), 01 center of grade II (south Hanoi). By 2020, (stage I), center in north Hanoi will has minimum size of 20 hectares, a center in south Hanoi has minimum size of 15 ha. By 2030, (stage 2), center in south Hanoi has minimum scale of more than 50 hectares, center in south Hanoi has minimum scale of more than 30 hectares; connecting with dry ports, sea ports (Haiphong, Hon Gai, Cai Lan) and airport (the focus is international airports of Noi Bai), bus stations, railway stations and industrial parks..; operation scope of the centers are mainly in Hanoi and localities in the capital region and neighboring provinces to north and south Hanoi. 01 aviation dedicated logistics center in aviation international airports of Noi Bai or having convenient roads to connect directly to airport and having ability to connect with multi-modal transport with a minimum size of 5 - 7 ha (phase I) and over 7 hectares (phase II);
+ Southeast Tonkin coastal economic corridor: 01 center of grade II has minimum size of 10 ha by 2020 and 30 ha by 2030; operation scale mainly comprises provinces of Ha Nam, Nam Dinh, Thai Binh, Ninh Binh and southeast Hanoi; connecting with dry ports, sea ports (Haiphong, Hon Gai, Cai Lan), airports, railway stations, bus stations, industrial parks...;
+ Northeast Tonkin coastal economic corridor: 01 center of grade II has minimum size of 20 ha by 2020 and 40 ha by 2030; operation scope mainly consists of provinces and cities: Hung Yen, Hai Duong, Hai Phong, Quang Ninh and northeast Hanoi; connecting with dry ports, sea ports (Haiphong, Hon Gai, Cai Lan), airports, railway stations, bus stations, industrial parks, border gates (Quang Ninh province).
- Northern midland and mountainous region:
+ Economic corridor of Hanoi - Lang Son: 01 center of grade II has minimum size of 10 ha by 2020 and 20 ha by 2030; operation scope mainly consists of provinces of Bac Ninh, Bac Giang, Lang Son, Cao Bang and Bac Kan; connecting with dry ports, sea ports (Haiphong, Hon Gai, Cai Lan), airports, railway stations, bus stations, industrial parks, border gates (in provinces of Lang Son, Cao Bang);
+ Economic corridor of Hanoi - Lao Cai: 01 logistic center has minimum size of 20 ha by 2020 and 30 ha by 2030; operation scope mainly consists of provinces of Vinh Phuc, Phu Tho, Thai Nguyen, Yen Bai, Lao Cai, Tuyen Quang and Ha Giang; connecting with dry ports, sea ports (Haiphong, Hon Gai, Cai Lan), airports, railway stations, bus stations and industrial parks, border gates (in Lao Cai, Ha Giang);
+ Northwest Tonkin economic corridor: 01 center of grade II has minimum size of 10 ha by 2020 and 20 ha by 2030; operation scope mainly consists of provinces of Phu Tho, Hoa Binh, Son La, Dien Bien and Lai Chau; connecting with dry ports, sea ports (Haiphong, Hon Gai, Cai Lan), airports, railway stations, bus stations, industrial parks, border gates (in provinces of Son La, Dien Bien, Lai Chau);
2.2. The Central - Highland: establishing and developing 06 logistics centers of grade I, grade II and 01 aviation dedicated logistics center in regions, sub-regions and economic corridors.
- North Central and Central coastal region:
+ Da Nang area: 01 center of grade I, by 2020 has a minimum size of 30 ha, in a period to 2030, more than 70 hectares, operation scope mainly includes Da Nang and neighboring provinces; connecting with dry ports, sea ports (Da Nang, Ky Ha, Chan May), railway stations, bus stations, industrial parks ... 01 aviation dedicated logistics center in international airports of Danang or having convenient roads connecting directly to airport with a minimum size of 3-4 ha (phase I) and 7-8 ha (phase II);
+ Economic corridor of road No.8, road No,12A and north central coastal region: 01 logistic center of grade II has minimum size of 20 ha by 2020 and 40 ha by 2030; operation scope mainly consists of provinces of Thanh Hoa, Nghe An, Ha Tinh and Quang Binh; connecting with dry ports, sea ports (Nghi Son, Cua Lo, Hon La, Vung Ang), airports, railway stations, bus stations, industrial parks, border gate (in provinces of Thanh Hoa and Nghe An , Ha Tinh, Quang Binh);
+ Economic corridor of road No.9: 01 logistic center of grade II, having minimum size of 10 ha by 2020 and 20 ha by 2030; operation scope mainly consists of provinces of Thua Thien - Hue and Quang Tri, Quang Binh and north Da Nang; connecting with dry ports, sea ports (Hon La, Chan May), airports, railway stations, bus stations, industrial parks, border gates (in provinces of Thua Thien Hue, Quang Tri, Quang Binh);
+ Economic corridor of road 14B: 01 logistic center grade II has minimum size of 10 ha by 2020 and 20 ha by 2030; operation scope mainly consists of provinces of Quang Nam, Quang Ngai and south Danang; connecting with dry ports, sea ports (Da Nang, Ky Ha, Chan May), airports, railway stations, bus stations, industrial parks, border gate (Quang Nam province);
+ Economic corridor of road 19 and south Central coastal region: 01 logistic center of grade II has minimum size of 20 ha by 2020 and 30 ha by 2030; operation scope mainly consists of provinces of Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan and Central Highlands provinces; connecting with dry ports, sea ports (Quy Nhon, Dung Quat, Ba Ngoi), airports, railway stations, bus stations, industrial parks, border gates in Central Highlands provinces....
- The Central Highlands:
Economic corridor of east Truong Son mountain: 01 logistic center of grade II has a minimum size of 10 ha by 2020 and 20 ha by 2030; operation scope mainly comprises provinces of Kon Tum, Gia Lai, Dak Lak, Dak Nong and overlook coastal provinces; connecting with dry ports, sea ports (in coastal province), airports, railway stations, bus stations, industrial parks, border gate (in Kon Tum, Gia Lai, Dak Lak, Dak Nong provinces).
2.3. South Vietnam: forming and developing 05 logistics centers of grade I and II, 01 aviation dedicated logistics center in regions, sub-regions and economic corridors.
- Southeast region:
+ ​​Ho Chi Minh City and neighboring provinces: 02 logistic centers of grade II (in the north city and the south city), scale of each center is at least 40 hectares by 2020 and 70 hectares by 2030, operation scope mainly include Ho Chi Minh City and surrounding provinces in the north, south city; connecting with dry ports, sea ports (port of Saigon, port of Ba Ria - Vung Tau), railway stations, bus stations, industrial parks.... 01 aviation dedicated logistics in international airports of Tan Son Nhat - Long Thanh or having convenient roads to connect directly to airport with a minimum size of 3-4 ha (phase I) and 7-8 ha (phase II);
+ Economic subregion of provinces in northeastern of Ho Chi Minh City: 01 logistic center of grade 01 has at least 60 hectares by 2020 and 100 hectares by 2030; operation scope mainly comprises provinces of Dong Nai, Ba Ria - Vung Tau, Binh Thuan, Binh Duong, Binh Phuoc, Tay Ninh, Dak Nong and Lam Dong; connecting with dry ports, sea ports (port of Saigon, port of Ba Ria - Vung Tau), railway stations, bus stations, industrial parks, border gates (in provinces of Tay Ninh, Binh Phuoc, Dak Nong);
+ Economic subregion of provinces in southwestern of Ho Chi Minh City: 01 logistic center of grade II has minimum size of 20 ha by 2020 and 50 ha by 2030; operation scope mainly consists of provinces of Long An, Tien Giang, Vinh Long, Dong Thap and Ben Tre; connecting with dry ports, sea ports (port of Saigon, port of Ba Ria - Vung Tau, My Tho), airports, railway stations, bus stations, industrial parks, border gate (in provinces of Long An, Dong Thap);
- Central economic subregion of Mekong river delta: 01 logistic center of grade II has minimum size of 30 ha by 2020 and 70 ha by 2030; operation scope mainly consists of provinces and city of Can Tho, Tra Vinh, Hau Giang, Vinh Long, Kien Giang, Ca Mau, Bac Lieu, Soc Trang and An Giang; connecting with dry ports, river ports (Can Tho, My Thoi), airports, railway stations, bus stations, industrial parks, border gate areas (in provinces of Kien Giang, An Giang).
V. Key development solutions, policies
1. To specify, modify and supplement current mechanisms and policies to mobilize maximum domestic and foreign resources to develop system of logistics centers; encouraging and creating favorable conditions for enterprises of all economic sectors to invest in building, managing and exploiting logistics centers in various forms in accordance with laws; encouraging investment and development of logistics services, including operation of dedicated logistics center associating with airports, extended aviation warehouses having own requirements on security, safety, customs checks and supervision.
2. Expand and diversify forms of investment toward promoting socialization; applying flexibly current supporting, preferential policies on credit, taxes, prices, charges and fees, technology transfer, franchise...to suit specific socio-economic conditions of each localities.
3. To evaluate and select a number of key and urgency projects playing an important role and having ability to create major breakthroughs to adopt and implement obligations on investment under form of public - private partnership; prioritizing investment in upgrading existing logistics centers which are suitable with plan and operate effectively in recent years.
4. To select qualified, experienced investors to implement investment in logistics centers under this plan, especially for dedicated aviation logistics centers having its own standards, requirements on safety and security.
5. To allocate appropriate land for development of logistics center system. Localities should be initiative and flexibility in implementation of land policies to support construction of logistics centers. Implementing land using right auction as prescribed by law, for projects with favorable business location.
6. To focus on training, fostering and developing human resources on managing, constructing, operating and exploiting logistics center. At the same time, promoting application of information technology and modern management technology into organization and operation of logistics centers associating with increasing investment in vehicles, advanced technical equipment, ensuring that logistics centers perform function and performance in long term period with high efficiency, competitiveness and integrating into logistics hub of region and the world.
7. To encourage production and trade enterprises, especially domestic commodity distribution and import export enterprises increase use of services supplied by logistics center to reduce costs, improve competitiveness, expand market share and advertise trademarks for enterprises, while creating a driving force for development of logistics centers.
8. To improve quality and efficiency of the State management in process of implementing plan of development of logistics center system, ensuring compatibility and synchronizing with socio economic development plan, transport plan, construction plan, urban plan and other specialized plans as business plan, plan of industrial parks, concentrated commodity production zones and border gate economic zone... of sector, localities and country.
9. To improve quality of existing transportation system, prioritizing mobilization of resources to build highway systems, high speed railway with huge traffic density on corridors of North - South, East - West; modernizing railway station systems, ports, warehouses, developing transport links with neighboring countries, trans Asia road ... to ensure convenient connections among logistics centers and between logistic centers with production zone, consumption areas and transport hubs.
10. To further facilitate customs procedures to create favorable conditions for imports, export and transit commodity through Vietnam, developing type of multimodal transport and forming transshipment center at regional and international levels in Vietnam.
