VII. Organization of implementation
1. Department of Construction:
- Lead and coordinate with departments and People's Committees of districts, towns and cities in organizing the implementation of the program;

8. The Department and agencies:

9. People's Committees of districts, towns and provincial cities:
- Actively organize review and assess the current status of urban development; review, adjust and supplement and overall planning of urban construction, zoning and detailed planning in the functional areas of local urban management.
- Formulate urban development program each local municipality under management; initiative, actively mobilize all resources to urban development in line with urban development roadmap across the province.
