Vietnam's plan on beer, wine and beverage to 2025 with a vision to 2035

VIETNAM’S PLAN ON BEER, WINE AND BEVERAGE TO 2025 WITH A VISION TO 2035

I. Development viewpoints
- Development of beer, wine and beverage is on basis of balancing production and consumption among regions in the country, ensuring harmony of interests of the State, society and business; at the same time, preventing alcohol abuse.
- Development of the industry is on basis of application of advanced technology and equipment; being continuous to innovate and improve technology to raise product quality; researching to produce new, high quality and diversified products to meet needs of domestic consumption and exports, improving competitiveness in global integration.
- To develop toward sustainable way, focusing on food safety assurance and protection of ecological environment.
II. Development objective
1. Overall objective
- To build beer, wine, beverage industry of Vietnam to become a modern industry, being worthy of position and role in the economy, with strong brands in the market, products has high quality, diversification of types and designs, ensuring food safety and public health, competing well in integration process, meeting domestic demand and exports.
- To restructure internal sector in a downward trend of proportion of beer, wine; increasing proportion of beverage industry.
2. Specific objectives:                                                         
- By 2020, beer output of the country is about 4.1 billion liters; 350 million liters of wine (including industrial production alcohol accounts for 35%); 6.8 billion liters of beverages. Export turnover reaches $ 450 million.
- By 2025, beer output of the country is about 4.6 billion liters; 350 million liters of wine (including industrial production alcohol accounts for 40%); 9.1 billion liters of beverages. Export turnover reaches $ 600 million.
- By 2035, output of the country is about 5.5 billion liters of beer; 350 million liters of wine (including industrial production alcohol accounts for 50%); 15.2 billion liters of beverages. Export turnover reaches $ 900 million.
- Production value of the industry by 2020, 2025 and 2035 are 90,500 billion VND, 113,540 VND and 167,920 VND, respectively.
- Average growth rate of added value of the whole sector in a period 2016 - 2020 is 5.8%/year; in a period of 2021 - 2025 is 4.6%/year and in a period of 2026 - 2035 are 4.0% / year.
III. Development orientation
1. Beer sector
- To concentrate on investing in renewing modern equipment, technology, improving product quality, reducing consumption of materials, fuel and materials; linking or merging into large enterprises.
- Encouraging production of non-alcoholic beer and premium beer lines at competitive prices, boosting exports. Continuing to build and develop a strong beer brand at national level.
- Do not encourage new investment in plants of sizes below 50 million liters/year, except for beer production facilities to sell to consumers within the area.
2. For wine sector                 
- Focusing on developing high quality industrial production wine with modern technologies.
- Encouraging production base of industrial alcohol to reproduce handicraft production wine, traditional village wine to create quality products, ensuring food safety.
- Gradually building national brand of alcohol. Strengthening cooperation with large foreign wine makers to produce high quality wine for import substitution and for export.
- Attaching production of wine, fruit wines with development of material areas at localities.
3. For beverage industry
- To encourage all economic sectors to invest in large scale production of beverage with modern equipment and technologies, ensuring food safety and environmental protection.
- Encouraging production of soft drinks from fresh fruits and nutritious beverages, using domestic raw materials, producing natural mineral water.
IV. Industry plans under territory regions
1. For beer industry
- Beer production capacity will shift towards increasing output in areas which are low comparing to scale of population such as the midlands and northern mountainous areas, Central highlands, the Mekong river delta.
- By 2025, structure rate of beer output in each region nationwide will be: midlands and northern mountainous areas 7% (out of which, northeast 2% and northwest 5%); Red river delta 23.3%; north central area and south central coast area 24.8% (out of which, north central 15%, south central 9.8%); highlands 4%; southeast area 31.4%; Mekong delta region 9.5%.
2. For wine sector
- Production of wine will gather at the Red river delta region, southeast region and Mekong river delta region.
- In Central Highlands, central coast areas, developing wines, fruit wines. In the remaining areas, mainly developing white wine and blending wine, combining with refining wine products at traditional villages.
- By 2025, wine production structure of each region nationwide will be: northern midlands and mountainous area 9.5% (out of which, northeast 4%, northwest 5.5%); Red river delta region 29.5%; north central region and central coast region 17% (including north central 5%, south central 12%); Central highland 7.5%; south east 22.5%; Mekong river delta 14%.
3. For beverage industry
- Production of beverages will be focused on Southeast region, Red river delta region, north central and central coast region.
- To strongly develop fruit beverage production in southeast region, Mekong river delta region, the central coastal region. Developing production of mineral water and purified water in all parts of the country.
- By 2025, beverage output proportion in each region nationwide will be: northern midlands and mountainous areas: 8% (out of which, northeast region 4.5%, northwest region 3.5% ); Red river delta region 22%, north central region and south central coast region 19.5% (including north central region, south central region 14.5%); highland 2.5%, south east region 31%; Mekong river delta region 17%.
Expected production of beer, wine and soft drinks of region will be listed in Appendix I attached to this decision.
V. Demand for investment capital
Total required amount of investment capital in a period of 2016-2020 will be VND 27,325 billion, out of which, VND 17,704 billion for beer industry, VND 791 billion for wine industry and VND 8,831 billion for beverage industry. Total required amount of investment capital in 2021-2025 is VND 28,752 billion, out of which, VND 15,660 billion for beer industry, VND 341 billion for wine industry and VND 12,750 billion for beverage industry.
It is expected that investment capital source will be mobilized mainly from businesses, bank loans, capital from the issuance of shares of enterprises, private investment capital and foreign direct investment.
VI. System of solutions for implementing the plan
1. Market solution
- The State management agencies:
+ To organize annual domestic exhibitions to help enterprises participating in introducing and promoting products. Supporting enterprises to attend fairs, introducing products in oversea markets under national trade promotion programs overseas to expand export markets.
+ To support to provide market information for small and medium enterprises.
+ To support to verify foreign partners this cooperates with domestic enterprises in trade and investment.
+ To increase to monitor protection of trademarks, designs and models of products, fighting against counterfeit goods, counterfeit goods to ensure legitimate interests of businesses and consumers.
- Companies in the industry:
+ To develop strategies of business and market development. Organizing market research, customer’s tastes, producing new products, diversifying products with superior quality to meet market demand, increasing competitiveness of products and businesses.
+ To actively participate in domestic and foreign trade fairs to introduce products of enterprises, accelerating advertisement, trade promotion in traditional markets and finding new markets for exports.
+ To proactively build measures to prevent acts of fraud and unfair competition activities in the market, adapting to demands of Agreement on Technical Barriers to Trade (TBT) and other international commitments.
2. Investment solutions
- To encourage all economic sectors to invest and cooperate with foreign joint venture to invest in production of beer, wine, soft drinks products having high quality, being suitable for domestic consumption trends, having trademarks, using domestic raw materials in order to replace imports.
- Do not encourage to newly invest beer factories with output of below 50 million liters/year, excluding production factories for selling on the spot.
- To create land fund for enterprises to hire to develop concentrated material zones for development sector. Applying lowest land rent in price list of each locality.
3. Sector management solutions        
- To strengthen the State management for kind of fresh beer restaurants in order to ensure food safety and the
State budget collection.
- To issue shortage standards, technical regulations for beer, wine, soft drinks products under international rules as a basis for supervision and inspection, especially for craft wine and beer products.
- To strictly implement provisions of laws on prevention of harmful effects of alcohol, beer abuse and other alcoholic beverages.
- To enhance role and effectiveness of Association of Beer - Alcohol - Beverage of Vietnam.
4. Solutions of science and technology
- To apply preferential policies of government under the Investment Law for enterprises of investing in new technology, collecting wine of traditional villages to produce industrial alcohol which satisfy quality, ensuring food safety.
- To support enterprises, craft alcohol production bases in wine production technology transfer under process, standards and technical regulations.
- To support enterprises and farmers in making new crop varieties, applying new technologies to develop material areas for production.
5. Solutions of developing raw materials, packaging
- To encourage investment in producing equipment, raw materials, packaging to meet needs of domestic production, reducing imports.
- To encourage enterprises to actively build concentrated, high quality, stable and long term material zones on basis of close links with scientists, farmers and local authorities. Giving priority to develop material areas which apply advanced science and techniques into selection of species, caring, harvesting, storage and processing to have high-yield, having consistent quality to adapt processing requirements of the industry. Accelerating exploration and evaluation of quality of mineral water in the country.
6. Solution of human resource development
- To develop a plan and organize to train and retrain high qualified human resources on basis of combining enterprises needs with schools and vocational training centers.
- To enhance training and retraining of management staff and skilled workers for businesses to acquire qualification to operate new technology, new equipment and adapting to conditions of competition in international economic integration.
7. Financial solutions                                              
- To encourage and create favorable conditions for all economic sectors to invest in and develop production through capital contribution and issuance of share, bonds, borrowing capital loans from domestic and foreign credit institutions.
- To research and apply advanced technologies in management of production and business operations of beer, wine and soft drinks to combat counterfeit goods, commercial fraud and tax evasion.
- To research and apply special consumption tax for beer products on basis of alcoholic output and proportion at an appropriate time in order to avoid fraud, transfer pricing, causing losses to the State budget.
VII. Organizing implementation
1. Ministry of Industry and Trade shall function as the main implementer, in collaboration with related ministries, branches and People's Committees of centrally run provinces and cities to announce, propaganda, guide implementation of the plan; monitoring and supervising implementation of the plan; suggesting competent authorities to adjust mechanisms and policies to suit actual situation in course of implementation of the plan.
2. Ministry of Planning and Investment, Ministry of Finance, Ministry of Agriculture and Rural Development, Ministry of Science and Technology, Ministry of Natural Resources and Environment, Ministry of Health, Ministry of Culture, Ministry of Information and Communication under assigned authority, functions, coordinate with Ministry of Industry and Trade in organizing implementation of this plan.
3. People's Committees of centrally run provinces and cities in collaboration with Ministry of Industry and Trade, related ministries concretize plans of provinces, cities in line with overall plans on socioeconomic development of localities. Coordinating with Ministry of Industry and Trade for monitoring implementation of master plan.
4. Association of Beer - Alcohol - Beverage of Vietnam in cooperation with Ministry of Industry and Trade, localities organize propaganda and dissemination of the plan; guiding enterprises of the Association to implement the plan and other provisions of law.
