Master plan on tourism development of South Central Coast region to 2020, vision to 2030

MASTER PLAN ON TOURISM DEVELOPMENT OF SOUTH CENTRAL COAST REGION TO 2020, VISION TO 2030

I. Geographical location
, scale, boundary
South Central Coast region (hereinafter referred to as region) including Da Nang city and 07 provinces of Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan and Binh Thuan, have a natural area of 44,376.9 km2, geographical location as follows:
- Bordering Thua Thien – Hue province in the north.
- Bordering the East sea in the east.
- Bordering the People's Democratic Republic of Laos and provinces of Kon Tum, Gia Lai, Dak Lak and Lam Dong in the west;
- Bordering provinces of Dong Nai and Ba Ria - Vung Tau in the south.
II. Development viewpoints 
- Tourism development of the region must be in line with strategy and master plan on tourism development of Vietnam; master plan on socio-economic development of the central key economic region and in consistency with relevant plans in planned area.
- At the same time, developing sea - island tourism, cultural tourism and ecotourism; out of which, sea-island tourism will be spearhead products; cultural tourism is a foundation, focusing on cultural values of Cham Pa, Sa Huynh, culture of residents of central coastal waters and culture of the peoples in east of Truong Son mountain, relics associating with history of building and defending the nation to develop specific tourism types of the region.
- To focus on tourism development of the region towards improving quality and profession to ensure tourism products having trademarks and competitiveness.
- To closely link between tourism development with ensuring national defense - security and environmental protection; strengthening tourism development linkage among localities in the region to maximize tourism potential and advantages of the whole region.
- To promote socialization of tourism development, raising domestic and foreign legal capital to invest in tourism development.
III. Development objectives
1. Overall objectives
To exploit potential and advantages of the region to develop sea-island tourism to become became a leading strengths of tourism sector of Vietnam. Developing modern urban tourism, tourist resorts, national tourism facilities with superior services.
By 2020, tourism sector will an important economic sector and striving to 2030, tourism become a key economic sector in economic structure of the region, contributing to assert national sovereignty, sovereignty rights on sea and island of Vietnam.
2. Specific objectives
- Tourism development indicators
+ Tourists: by 2020, attracting 15 million arrivals, out of which, international tourists is about 4.5 million arrivals; by 2030, striving to attract about 25 million arrivals, out of which, international tourists is about 7.5 million arrivals.
+ Total revenue of tourism: by 2020, reaching VND 70,000 billion; by 2030, striving to reach VND 160,000 billion.
- Tourism accommodation facilities: by 2020, having over 95,000 hotel rooms, out of which, rate of room reaching standard of 3-5 star is about 15%; by 2030, striving to have approximately 140,000 hotel rooms, out of which, rate of room reaching standard of 3-5 star is about 30%.
- Job indicators: by 2020, creating jobs for over 400,000 employees, including more than 130,000 direct employees; by 2030, striving to create jobs for 700,000 employees, including approximately 230,000 direct employees.
IV. Key development orientation
1. Developing both market of domestic tourist and market of international tourist.
- Market of international tourist:
+ To attract, develop strongly markets of Northeast Asia (Japan, China, Korea, Taiwan); Russia and eastern European countries and Southeast Asia;

+ To maintain traditional tourism markets: western Europe, northern Europe, north America and Australia;
+ To expand new markets: India, Turkey, countries in the Middle East...
- Market of domestic tourists:
+ To develop strongly domestic tourism market of the region; arrivals from Hanoi, Ho Chi Minh City and provinces in the Central Highlands; focusing on tourists with purpose of relaxation, entertainment, weekends, festivals, spiritual, shopping;
+ To encourage development, expansion market of thematic tourism and travel combining with civil service.
2. Development of tourism products
To exploit potential and advantages of the region to form attractive, high competitive tourism products; focusing on improving quality of travel services, accommodation, restaurant and entertainment.
- Prioritizing development of major product groups:
+ Group of resort tourism products.
+ Group of tourism products associating with the world's cultural heritage.
- To diversify tourism products with supplementary products such as conference and seminar tourisms; cruise tourism; marine sports tourism; marine ecotourism; tourism of exploring nature; sightseeing tours; culinary tourism; urban tourism; medical and beauty tourism; community tourism; rural, agriculture tourism; festivals, spiritual tourism...
3. Spatial organization of tourism development
- Tourism development space
+ North tourism subregion: including city of Da Nang and provinces of Quang Nam, Quang Ngai, Binh Dinh; exploitation of specific tourism products including: tourism of the world cultural heritage associating with ancient town of Hoi An and My Son temples, cultural values of Cham Pa, Sa Huynh, visiting historic monuments associating with struggle for building and defending the nation; beach – island resort; conferences and seminar tourism; ecology, entertainment, sports, weekends; festivals, spiritual tourism...
+ South tourism sub-region: including Phu Yen, Khanh Hoa, Ninh Thuan and Binh Thuan; exploitation of specific tourism products, including sea – island tourism; cultural tourism associating with cultural values of Cham culture, ethnic minority in the east Truong Son mountain; agriculture and rural ecological tourism; festivals, spiritual tourism...
- Tourism zones, tourism sites, tourism urban and tourism center
+ To focus on investing in developing 09 national tourism zones, including Son Tra, Ba Na (Da Nang city), Cu Lao Cham (Quang Nam province), My Khe (Quang Ngai province), Phuong Mai (Binh Dinh province), Xuan Dai gulf (Phu Yen province), north Cam Ranh (Khanh Hoa province), Ninh Chu (Ninh Thuan province) and Mui Ne (Binh Thuan province); 06 national tourism sites, including: Ngu Hanh Son (Da Nang city), My Son (Quang Nam province), Ly Son (Quang Ngai province), Truong Luy (Quang Ngai, Binh Dinh provinces), Truong Sa (Khanh Hoa province) and Phan Thiet (Binh Thuan province) and 04 tourism urbans, including city of Da Nang, Hoi An (Quang Nam province), city of Nha Trang (Khanh Hoa province) and city of Phan Thiet (Binh Thuan province).
+ Tourism centers: developing Da Nang city to become a tourism center of the region and north tourism subregion; Nha Trang city (Khanh Hoa province) to become tourism center of south tourism subregion, Quy Nhon city (Binh Dinh province) to become supporting center of north tourism subregion and city of Phan Thiet (Binh Thuan province) to become supporting center of south tourism subregion.
- Tourism routes
+ Inner-regional tourism routes:
Key tourism routes: including key national roads connecting tourism centers of the region, sub-regional centers, tourist centers of localities with tourism sites, tourism zones in the region.
Auxiliary tourism routes: tourism routes linking sub-regional tourism hub, tourism centers of localities, tourism urbans with surrounding tourism sites in sub-region.
Basing on inner-regional tourism route system, setting up and exploiting thematic tourism routes: marine ecology, off-shore sea and island exploration; countryside excursions, agricultural, rural traditional villages; river travel...
+ Interregional tourism routes by road, railway, waterways and airway connect to province in the Central Highlands; southeast region and provinces in southern region; north Central region and northern provinces.
Basing on a system of inter-regional tourism routes, continuing to exploit thematic tours: tour of "ASEAN heritage road" connects with tour of "Central Highland green road" and "legendary Ho Chi Minh road " and sightseeing tours of Champa historical – culture sites.
+ Development of national tourism routes base on expansion of inter-regional tourism routes associating with international airports of Da Nang, Cam Ranh (Khanh Hoa province) and Chu Lai (Quang Nam province); trans-Asia railway and Road; national roads No.1A, 9 and 19 in east – west corridor connecting to system of international border gates of Lao Bao (Quang Tri province), Cha Lo (Quang Binh province), Bo Y (Kon Tum province), Le Thanh (Gia Lai province) and waterways through ports of Tien Sa (Da Nang city), Quy Nhon (Binh Dinh province), Nha Trang, Cam Ranh (Khanh Hoa province).
4. Investment in tourism development
- Investment capital of the State budget (including ODA), FDI, capital sources mobilizing from domestic organizations, enterprises and economic sectors and other legitimate mobilization capital source. Out of which, investment capital of the State budget will be allocated basing on ability of balancing annual State budget and under progress of each stage.
- Investment programs and projects: given priority to investment in developing 09 national tourism zones, 06 national tourism sites. Investing in 04 tourism development programs, including: training and development of human resources; promotion of and building tourism trademark of the region; conservation, restoration and development of natural resources and development of key tourism infrastructure.
V. Solutions on implementation of plan
1. Solutions of mechanisms and policies
To research, complete and apply system of specific mechanisms and policies in fields of: investment in tourism development, high quality tourism human resource development, market development, tourism socialization, tourism development associating with conservation and sustainable development and inter-regional, interdisciplinary coordination mechanisms.
2. Solutions on investment in tourism development
- To increase investment and improve efficiency of investment from the State budget in tourism development toward: given priority to focus capital on development infrastructure of tourism zones, integrating national target programs with development of tourism; promoting mobilization of ODA through foreign preferential loans or issuing government bonds for large investment projects such as airports, highways, cruise ship ports; enlisting support of international organization in order to attract funding for long-term development programs.
- To mobilize maximum funds, promoting financial resources of the people, financial resources of local and international organizations to ensure sufficient investment capital for development of tourism.
3. Solution on development of tourism human resources
- To develop full of tourism workforce as required, balancing structure of tourism workforce and level of training to ensure quality of human resources to meet requirements of high-end tourism development of the region and the country.
- To specify plan on development of tourism human resources in the region with suitable human resource development plans and programs in accordance with tourism development requirements of each locality.
- To focus on developing lecturers, trainers, tourism appraiser; paying attention on innovating content, programs, training methods; enhancing training in each locality to meet requirements of human resource development of each locality and in accordance with requirements of international integration.
- To develop programs and plans of raising community awareness of tourism and protection of natural resources and tourism environment.
4. Solution on tourism development cooperation
- To enhance capacity and create a favorable, equality linkage environment among localities in the region.
- To build closely linkage of tourism development investment, construction of joint tourism programs of the region, promotion of tourism and development of training human resources in the region.
- To develop model of linkage, out of which, defining role and responsibility of each subject of the linkage: central tourism management body, local authorities and tourism enterprises, tourism associations.
- To strengthen tourism cooperation and linkage among localities in the region, with other regions and other localities of the country; between tourism sector with relevant sectors, especially with police force, border guard force to ensure safety for tourists, contributing to maintaining social order and safety and national security.
- To strengthen international cooperation in development of tourism to contribute to national sovereignty and territorial integrity.
5. Solution on organizing plan management
- To strengthen coordination, linkage between the central State management bodies on tourism with local bodies in the region:
+ To continue to promote role of the Steering Committee on tourism development of localities, especially the State Steering Committee on Tourism in interdisciplinary, inter-provincial coordination.
+ To coordinate, link in planning, plan management, resource management, tourism human resource development.
- To implement absolutely, unitedly management decentralization: central State management agencies on tourism manages standards, regulations, rules of tourism sector; local authorities in the region directly manage natural resource and tourism development under plan of tourism sector in accordance with construction plan which has been approved by competent authorities and professional standards of tourism.
6. Solutions on tourism promotion and advertisement
- To increase resources for promotion activities: strengthening the State budget for tourism promotion and advertisement, building tourism trademark and image of the region; promoting dissemination of socialization to mobilize all resources for tourism promotion and advertisement.
- To enhance professionalism in tourism promotion and advertisement: focusing on tourism promotion and advertisement under key campaign, many diversity ways in both domestic and foreign countries; using effectively media, mobilizing cooperation of Vietnam’s missions in foreign countries to participate in tourism promotion and advertisement.
- To evaluate periodically potential, status of tourism development of the region to update fully and accurately information for tourism promotion and advertisement.
7. Solutions on development of tourism market - products and building tourism trademark of the region
- To develop strategy of tourist market; issuing mechanisms and policies to develop tourism market, out of which, given priorities to develop near market, maintaining traditional markets and aiming to expand market to develop tourism in a sustainable and stable manner; regularly researching, finding market to grasp characteristics and tastes of each market to have plans of development of suitable tourism products.
- To diversify tourism products under each sub-region and locality; mobilizing all economic sectors to invest in building tourism products to contribute to promote effectiveness of socialization of tourism development; developing strongly thematic tourism products to increase stay period of tourists.
- To improve quality of tourism products associating with development of specific, high competitive tourism products of the region; building brand "beach leisure" to become specific tourism brand of the region.
8. Solutions on protection of natural resource, tourism environment and coping with climate change
- To strengthen education propaganda to raise awareness of role and significance of tourism, environment and natural resources for tourism activities.
- To apply advanced techniques to control environmental issues, natural resource management and tourism development.
- To encourage environmentally friendly tourism activities; encouraging and supporting community to participate in investment in tourism development, sharing interests and responsibilities in exploitation of natural resources for development of tourism.
- To raise awareness, enhancing adaptability and response to climate change and sea level rise in tourism activities of the region.
VI. Organizing implementation
1. The State Steering Committee on Tourism
The State Steering Committee on Tourism directs activities of ministries and local authorities in the region on solving interdisciplinary, inter-provincial problems during implementation of plan.
2. Ministry of Culture, Sports and Tourism
- To publicize and implement the plan.
- To function as a main implementer to draw up and implement master plan on tourism development of national tourism zones, inter-provincial national tourism sites having an important role to national defense and security on the region.
- To coordinate with ministries, branches and People's Committees of centrally-run provinces, cities in the region to perform involved tasks of tourism activities; reviewing and improving mechanisms and policies in order to encourage investment and organizing promotion activities of calling for investment in building infrastructure systems and training tourism human resources of the region on basis of list of projects given priority to investment attached to this decision.
Basing on actual situation of implementation of the plan, Ministry of Culture, Sports and Tourism and the People's Committees of centrally-run provinces and cities in the region can agree to adjust title of projects, decide to supplement or reduce investment priority projects.
- To build and organize to implement an action plan on tourism development for each 5-year period which are appropriate with orientation of master plan on tourism development of the region.
- To build and organize to implement policies, plan, programs, schemes and culture, sport projects which are suitable with orientation of master plan on tourism development of the region.
- To guide localities in the region to build master plan on tourism development of each province; plans of tourism zones, local tourism sites.
- To conduct annual preliminary report and suggesting polices, implementation solutions and adjustments of the plan to be in consistent with practice; reporting to the Prime Minister.
3. Ministries, ministerial-level agencies, government agencies basing on functions, tasks and powers shall functions as the implementer, in collaboration with the Ministry of Culture, Sports and Tourism to implement the master plan on development of the region, specifically:
- To advise and submit the Government, the Prime Minister for integrating national target programs, action plan of the sector with implementation of master plan on tourism development of the region;
- To function as the main implementer to build action programs, action plans of the sector to implement assigned tasks in master plan on tourism development of the region;

- To collaborate effectively with the Ministry of Culture, Sports and Tourism in addressing interdisciplinary issues.
4. People's Committees of centrally-run provinces and cities in the region
To coordinate with the Ministry of Culture, Sports and Tourism and relevant ministries and agencies to implement following tasks:
- To actively implement and expand links among localities of the region in promotion activities to attract tourists and calling for investment in tourism.
- To encourage enterprises in the region to involve in development of specific tourism products of the region; creating favorable conditions for enterprises to cooperate tourism development with other localities in the region.
- Basing on content of master plan on tourism development of the region, building master plan on tourism development, detailed plans and appropriate investment projects associating with plans on socio-economic development of localities in the region.
- To direct and manage protection of tourism natural resources, environment especially in areas having orientation of developing national tourism zones, national tourism sites.
- To focus on traffic safety in order to improve safety for tourists, enhancing tourism images of localities and the region.
- To raise community awareness on preserving and promoting value of tourism natural resources towards objective of sustainable development.
- To implement socialization of tourism development to promote strength of economic sectors for tourism development.
- On basis of content of master plan on tourism development of the region, setting up channel of regular communication exchange among competent authorities of localities in the region to have appropriate plan on direction and guidance of tourism enterprises, investors to comply with general development orientation of the region.
- To inspect, survey activities of tourism investment and development.
5. Tourism enterprises, tourism associations and other political, social organizations
- Tourist Association and other social organizations within their functions and tasks capture objectives, viewpoints and orientations of the plan to build their action programs.
- Social - political unions and organizations coordinate with tourism sector and local authorities in the region to promote tourism image of the region; mobilizing and propagandizing to raise awareness of community on tourism, tourism plan and protection of natural resources and tourism environment.
- Residential community actively involves in tourism activities, providing community tourism service and conservation, sustainable exploitation of natural resources and environmental protection in accordance with tourism development plans.
