STRATEGY OF USING CLEAN TECHNOLOGY TO 2020, VISION 2030
I. Viewpoints
1. To use clean technology on basis of choosing technology which are consistent with current technology situation of the country, development trends of the region and the world; gradually applying standards, technical regulations on clean technologies into industries to promote technological innovation to meet requirements of socio-economic development of the country.
2. To focus on using technology with high performance, energy and natural resource saving, low emissions to meet requirements of environmental protection; encouraging development and transfer of modern, high added value technology having ability of fair competition in international integration.
3. To encourage organizations and individuals to research, apply, own, transfer and use clean technologies in production, business and living.
II. Objectives
1. Overall objective
To use clean, environmentally friendly technology to increase efficiency of using energy and natural resource; using technology of low emissions in manufacturing industry to promote green growth, mitigate climate change and enhance community’s living.
2. Specific objectives
2.1. In a period to 2020:
- To focus on setting up and applying technical standards, regulations on clean technologies into industrial production units, selecting energy-intensive industries, which may cause serious environment pollution such as textile; production of fertilizers and pesticides; steel; mineral mining and processing; thermal; paper production; cement production; sugar production;
- By 2020, 100% of new investment projects in above-mentioned fields must meet technical standards, regulations on clean technologies; 60-70% production units operating in above-mentioned industries completing construction and implementing technological innovation roadmap towards using clean technologies.
2.2. In a period to 2030:
- To perfect system of legal documents, technical standards, regulations on clean technologies, gradually implementing technological innovation towards using clean technologies in the wholly industry;
- By 2030, 100% of production units in the wholly industry to adopt technical standards, regulations on clean technologies.
III. Tasks
1. To develop and apply technical standards, regulations on clean technologies for production units in key energy-intensive industries which are capable of causing serious environment pollution:
- To develop technical standards and regulations on clean technologies for key energy-intensive industry which are capable of causing serious environment pollution;
- To set up list of investment encouraged clean technologies, list of investment banned technology under roadmap;
- To set up mandatory roadmap of applying technical standards, regulations on clean technologies for key energy-intensive industries, which are capable of causing serious environment pollution.
2. Technological innovation towards use of clean technologies:
- To integrate technological innovation activities towards use of clean technologies national technology innovation program to 2020;
- To put requirements of application of technical standards, regulations on clean technologies into industry development strategies, plans;
- To attach content of using clean technology to national strategies, national programs to promote technology investment and innovation, new investments towards use of clean technologies in industry;
- To integrate content of researching, owning, developing and creating high-tech; high-tech applications; constructing and developing high-tech industry; building infrastructure and developing human resource of high-tech under national program on development of high-technology to 2020 into activities of development of clean technologies.
3. To research, transfer, apply and demonstrate clean technologies for environment polluted production stages on key industries such as textile; fertilizer production; battery manufacturing; steel; mineral mining and processing; thermal; paper production; cement production, sugar production, proceeding to apply for other energy-intensive, environment polluted industry groups such as chemicals, metallurgy, engineering, and construction materials industry and other industries:
- To develop and implement program of researching, applying and transferring clean technologies;
- To raise capacity of clean technology for organization of science and technology, management agencies, research organizations, consulting agencies, universities, colleges, production business units, investors and communities;
- To promote international cooperation, enhancing expert exchange to utilize and promote experience of developed countries of clean technologies; attracting investment, enlisting assistance program, funding of international organizations.
4. To perfect system of mechanisms, policies and laws on using clean technologies, eliminating outdated technology for selected manufacturing and processing industries:
- To develop and apply provisions of clean technology application, eliminating outdated technology;
- To set up, improve policies of encouraging and supporting application of clean technologies for production and processing facilities.
5. To propagandize and disseminate clean technologies, technical standards, regulations, mechanisms, policies and laws on clean technologies.
IV. Implementation solutions
1. Management solutions
- To revise, amend, supplement and perfect mechanisms, policies and law to promote use of clean technologies and eliminate outdated, energy-intensive and environment polluted technologies.

- To attach content of using clean technology to national strategies, national programs to promote technology investment and innovation, new investments towards use of clean technologies in industry;
- To integrate content of researching, owning, developing and creating high-tech; high-tech applications; constructing and developing high-tech industry; building infrastructure and developing human resource of high-tech under national program on development of high-technology to 2020 into activities of development of clean technologies.

- To raise capacity of clean technology for organization of science and technology, management agencies, research organizations, consulting agencies, universities, colleges, production business units, investors and communities;
- To promote international cooperation, enhancing expert exchange to utilize and promote experience of developed countries of clean technologies; attracting investment, enlisting assistance program, funding of international organizations.
4. To perfect system of mechanisms, policies and laws on using clean technologies, eliminating outdated technology for selected manufacturing and processing industries:
- To develop and apply provisions of clean technology application, eliminating outdated technology;
- To set up, improve policies of encouraging and supporting application of clean technologies for production and processing facilities.
5. To propagandize and disseminate clean technologies, technical standards, regulations, mechanisms, policies and laws on clean technologies.
IV. Implementation solutions
1. Management solutions
- To revise, amend, supplement and perfect mechanisms, policies and law to promote use of clean technologies and eliminate outdated, energy-intensive and environment polluted technologies.
- To manage and control activities of production, investment development, gradually eliminating outdated, environment polluted technologies in industries under approved criteria, roadmaps;
- To set up and apply list and roadmap of using clean technology, investment banned technologies into investment licensing process for new projects, projects of expanding production, investing in technology innovation;
- To promulgate mechanisms and policies to encourage and control investment in using clean technologies.
2. Solutions of science and technology
- To develop and implement program of researching, applying and transferring technology on use of clean technologies;
- To set up and implement program of researching, building technical criteria, standards, technical regulations on clean technologies for industry; roadmap of applying clean technologies and removing outdated technology in industry;
- To raise capacity of consulting, applying, transferring, demonstrating clean technologies for organizations of consulting, researching scientific and technology, industrial corporations, groups, associations and management agencies at all levels.
3. Solution of international cooperation: Promoting international cooperation, strengthening exchange of expert teams to utilize and promote experience of advanced countries of clean technologies; attracting investment, enlisting assistance program, funding of international organizations.
4. Solutions of finance and investment
- To approve in principle 03 projects in appendix attaching to the decision to implement effectively objectives, content and tasks of the strategy. Related ministries and agencies are responsible for setting up projects, submitting competent authorities for approval. Expenditure of implementing the project will be deducted from the State budget;
- The State support a part of funding for activities of transferring and applying clean technologies for production facilities;
- Project of investing in and applying clean technologies will be given priority to borrow money from banks and funds (fund for development of science and technology, environmental protection funds, fund of national technological innovation...) in accordance with current legal regulations;
- To promote foreign direct investment and private investment in field of clean technologies;
- To mobilize and use effectively other funding sources beside the State budget.
5. Market solutions
- The State support commercialization and transfer of successful researching results on clean technologies;
- Products of projects of investing in and applying clean technology are given priority to take part in national program of trade promotion and investment promotion.
6. Solution of information and communication
- To promote communication activities of clean technology, experiences and policies of using clean technologies in mass media and specialized information channels;
- To build websites and information database of clean technology and use of clean technologies in Vietnam.
V. Organizing implementation
1. Assignment of tasks
1.1. Responsibilities of the Ministry of Industry and Trade:
To function as the main implementer, in collaboration with the Ministry of Science and Technology, Ministry of Natural Resources and Environment, related ministries, agencies and localities to implement effectively and timely content and tasks of the strategy, annual reporting to the Prime Minister results of implementation.
To establish executive board to implement the strategy consisting of representatives of related ministries. The Minister of Trade and Industry hold the post of head of the board. Standing office assists executive board. Operation regulation of executive board and standing office will be decided by the Minister of Industry and Trade.
1.2. Responsibilities of ministries, agencies and localities:
Ministry of Planning and Investment shall functions as the main implementer, in collaboration with the Ministry of Industry and Trade and relevant ministries and agencies to balance capital sources investing in implementing contents of the strategy, submitting competent authorities for approval under provisions of law on the State budget.
The Ministry of Finance shall functions as the implementer, in collaboration with the Ministry of Industry and Trade and relevant ministries to balance regular spending estimate to perform contents of the strategy, submitting competent authorities for decision in accordance with law on the State budget.
Relevant ministries and agencies under their functions, tasks and scope of the State management in collaboration with the Ministry of Industry and Commerce organize to implement effectively related content and tasks in the strategy; suggesting to the Ministry of Industry and Trade list of clean technology, list of outdated technology under managed fields, sectors; annually sending a report on implementation results to the Ministry of Industry and Trade to sum up, submit the Prime Minister.
Centrally-run People's Committees of provinces and cities under their functions, tasks and scope of the State management, in collaboration with the Ministry of Industry and Commerce organize to implement effectively related content and tasks of the strategy in their areas; annually sending reports on implementation results to the Ministry of Industry and Trade to sum up, submit the Prime Minister.
Corporation, groups using a lot of natural resources and energy, having risks to cause environmental pollution, proactively build and implement roadmap of innovating, upgrading technology towards use of clean technologies, in line with content of the strategy.
2. Implementation expenditure
Expenditure for implementation of tasks and contents of the strategy will be mobilized from many different sources: the State budget, aid capital, funding and other investments source of domestic and foreign organizations and individuals and other legal sources.
