Overall plan on socio-economic development of northern key economic zone to 2020, vision to 2030

OVERALL PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF NORTHERN KEY ECONOMIC ZONE TO 2020, VISION TO 2030

I. Position and role

Northern key economic zone (including 7 provinces and cities: Hanoi, Hai Phong, Quang Ninh, Hai Duong, Hung Yen, Vinh Phuc, Bac Ninh) is a nerve-centre of politics, economy, culture and science and technology of the wholly country with central agencies, operations centers of major economic organizations, training institutions, units of research and implementation of scientific and technological of the country and will continue to hold special important role and position in development process of the wholly country.
Northern key economic zone is a development nucleus zone and dynamic territory of Red river delta region; being one of a leading zone in rapid and sustainable socio-economic development of the wholly country. The zone has great potential for tourism, a system of specialized medical centers, staff of highly qualified scientists, playing a decisive role in training of human resources to serve industrialization, modernization of the country.
II. Development viewpoints
1. Socio-economic development of the zone is suitable with socio-economic development strategy of the wholly country, overall plan on socio-economic development of Red river delta region to 2020, in consistent with development plans of sectors and fields of the wholly country. To take part in international integration deeper, linking closely and synchronously, creating pervasiveness to have positive impact to socio-economic development of regions and the wholly country.
2. To develop socio-economic rapidly and sustainably to become economic motive force, the leading zone in northern and the wholly country about industrialization and modernization. To develop knowledge economy as well as to renovate growth model, transferring economic structure towards green industry in consistent with climate change conditions and sea level rise.
3. To promote the leading role of the country in modern technology and scientific applications in production and management. To promote scientific-technology research and applications in advantage fields, especially basic research in order to help science and technology become real driving force for development of the region. To develop high quality human resources to meet human resource demand for key development industries and fields of the zone in integration process.
4. To combine closely between economic development with socio-cultural development, associating with implementation of socio progressive and justice to gradually improve quality of the people’s living. To ensure harmony between economic development with conservation, restoration and promotion of traditional cultural values, cultural and natural heritages, investing in development of sports, social security demand and social order and safety.
5. To combine closely between economic development and ensuring national defense - security, maintaining firmly national sovereignty in process of integration and development.
III. Development objectives
1. Objectives by 2020
1.1. Overall objectives:
To strengthen and enhance position of northern key economic zone as a center of politic, economy, culture and science and technology of the wholly country. The zone is a centre of national resource convergence Natural, a centre of integration, trade exchange of the wholly country with region and the world, really becoming development nucleus of the Red river delta and the wholly country, playing a decisive role in improving position of Vietnam in ASEAN community and in international arena. To build the northern key economic zone to become one of the country's leading economic development zone, pioneers in implementing breakthrough strategies, implementing economic restructuring, innovating model of growth, implementing industrialization and modernization. To ensure close coherence between economic development with environmental protection, ensuring social security, order and social safety, consolidating firmly national defense and security.
1.2. Specific objectives:
- Economy:
+ Average growth rate of GDP in a period of 2011-2015 reaches 7.5% and in a period of 2016-2020 posts 9% (1.25 times higher than average rate of the wholly country); GDP per capita (current prices) in 2015 hits USD 3,200-3,500 USD, in 2020 reaching USD 5,500;
+ Economic structure transfer: in 2015, ratio of agriculture, forestry and fisheries to GDP is 7.7%, industry - construction 48.3% and service 44%; by 2020, corresponding ratio area 5.5% - 49.1% - 45.4%;
+ Ratio of export value to that of the wholly country is 27-29% by 2015 and about 32% in 2020; average rate of technological innovation is 20-25%/year, percentage of advanced technology is about 45%.
- Culture - society:
+ Average population growth rate in a period of 2011-2015 is 1.2 – 1.3%, in which, rate of natural population growth of less than 1%; in a period of 2016 – 2020, average growth rate of 1.1 - 1.2%, in which, rate of natural population growth of 0.85 - 0.9%. Rate of urbanization reach 40-45% by 2015 and 50-57% by 2020;
+ To strive to 2015, trained labor rate is above 60%, rate of vocational training labor is about 30-40%; by 2020, rate of trained labor is around 80-85%, rate of vocational training is about 40-50%. Creating jobs for about 200,000-250,000 workers each year; to control unemployment rate of aged labor is about 4%;
+ To improve quality of healthcare; rate of commune reaching national healthcare standard is 60% in 2015 and 80% in 2020; to reduce rate of underweight malnourished children under 5 years old to below 15% in 2015 and 12.5% ​​in 2020;
+ To reduce annual average poverty household rate to 2%; to raise average income of poor households to higher than 2.5 to 3.5 times after each 5 year period.
To strive to 2020, 100% of cultural heritage will be renovated, restored, collected and promoted their values; 95-100% of districts and towns have cultural and library houses; 85 - 95% of communes and towns have cultural houses.
- Environmental protection:      
To conform monitoring indicators and evaluation results of environmental protection. To overcome basically environmental pollution in urban and rural areas, socio-economic activities to guarantee green requirement and sustainable development. To strive to 2020, over 98% of solid waste in urban areas, over 97% of medical waste are handled; over 90% of operating industrial parks, export processing zones have concentrated wastewater treatment systems reaching environmental standards.
- Security and defense:
+ To continue to strengthen mobilization of the people to strictly obey the State laws, restricting and repulsing traffic accidents, labor accidents; to build and strengthen new cultural life in communities;
+ To combine economic development with defense consolidation. To maintain firmly people’s national defense, security on every fronts. To complete defense and security infrastructure to ensure necessary combat requirements.
2. Orientation to 2030:
2.1. General vision in general:
To continue to promote role of dynamic development zone, having modern economic structure, high and sustainable development growth rate, the leading zone of knowledge economy development and implementation of breakthrough of economic development of the wholly country. Being the leading dynamic economic zone, a center of economic, trade, financial services, international travel; the leading zone of education and training, science and technology, culture and sports, health and healthcare of the people in the wholly country. Having suitable structure of distribution and organization of production and urban development, being large urban cluster with integrated urban function at national level. Out of which, Hanoi is a centre of multi-functional integrated economic with modern and synchronous system of technique infrastructure. Ensuring close linkage between economic development and environmental protection, security and social order, consolidating firmly national defense.
2.2. Specific sectors:
- Economy:
+ Annual average growth rate of GDP in a period of 2021-2030 reach 8.7% (1.3 times higher than average rate of the wholly country); GDP per capita (current prices) hits 10,500-12,000 USD in 2030;
+ To transfer economic structure, by 2030, ratio of agriculture, forestry and fisheries to GDP is about 2.2%, industry - construction 47.8% and service 50%;
+ Ratio of export value to that of the wholly country is 39% by 2030; being the leading zone in a process of modernization, annual average rate of technological innovation reaches 20%/year;
- Development of social sectors:
+ Average rate of population growth in a period of 2021-2030 is about 1 - 1.1%, out of which, natural population growth rate is about 0.8-0.85%. Rate of urbanization in 2030 reaches 60-70%;
+ To strive to 2030, rate of trained labor hits over 90%, rate of professional trained labor is about 60-70%; creating jobs for 200,000-230,000 workers annually; controlling unemployment rate of aged workers of 3%;
+ To meet demand of the people's healthcare. By 2030, 100% of communes meet national standards of healthcare; rate of underweight malnourished children under 5 year olds is 7-8%;
+ To reduce an annual average poverty household rate to 1.5-2%; raising income of poor households to higher than 1.5-2.5 times after each 5 year period.
- Infrastructure:
+ To have modern and synchronous system of transport infrastructure, diverse, civilized and safe system of public passenger transport connecting Hanoi with satellite towns, districts and urban centers outside the zone;
+ To ensure 100% of the people having houses with necessary conveniences of living in accordance with level of socio-economic development of the capital and centrally provinces and cities in the zone; housing area per capita in urban zone reaches 20-25 m2/person. Housing, land in rural areas will be planed suitably, having good living environment, convenient and appropriate working conditions according to criteria of new rural construction;
+ To modernize electricity grid to ensure efficient and safety operation; to plan to build synchronous and modern underground system; to ensure 100% of system electricity cables, communication cables in cities and towns to be underground; lighting systems in urban areas are built under standards. Over 70% of population use Internet. 100% of households will be supplied clean water. To solve basically flooding situation in urban areas.
- Environment:
To construct completely waste, wastewater treatment system reaching environmental standards. To use suitably and effectively resources, natural landscape and development space in orientation of sustainable development.
IV. Development orientation of sectors
1. Development orientation of services, trade and tourism:
- To focus on developing cultural tourism linking to the Red river civilization; festival, spiritual tourism; sea - island tourism, tourism combining with conference, seminar, exhibition, event, rewards travel (MICE), agriculture and rural ecology and senior recreation; to develop service of health - healthcare, education - training, banking – finance, high competitive service in ASEAN community and Asia - Pacific region.
- To improve quality of products and services and competitiveness of service enterprises on domestic, regional and international market; to promote and exploit potential and advantages of each service sector, strengthening cooperation among service sector to compete and grow.
- To promote export of services and domestic collection of currency exchange, increasing investment, improving structure of trade infrastructure associating with construction of healthy competitive business environment; to expand network of trade centers and supermarkets in urban areas in the zone; to develop a storage system under international standards associating with highway, coastal road, border gate roads.
- To promote socialization for developing services of culture, health, education, sport, employment services under market mechanism.
- To expand network of trade centers and supermarkets in urban areas; to strengthen and upgrade infrastructure of wholesale markets of agricultural, fisheries products in concentrated production areas, commercial centers, exhibition centers at large scale urban areas. To complete e-commerce systems and information systems of business transactions to meet demand of international integration.
- To develop service of finance - banks towards modernization and diversification of institutions and services. To develop Hanoi become center of prestige finance – banking and reaching international level.
- To invest in building a number of key national tourism zones reaching international standards. To strive to 2020, attracting 7-8 million of international tourists, total tourism revenue hit USD 3 billion; by 2030, to attract 10-12 million international tourism arrivals, tourism revenue posts USD 6-7 billion. To complete building and approval of plan and implement construction of national tourism zones and destination to attract sustainable and synchronous investment.
- To strive to hit average growth rate of service in a period of 2011 - 2015 of about 8.2%, in a period of 2016 - 2020 reaches 8.9% and in a period of 2021 - 2030 is 9.1%. To balance import - export value in 2015. By 2020, reaching average export surplus of 3-4% of GDP.
2. Industrial development:
- To focus on development, raising capacity and position of advantage and competitive industries, high domestic value, having ability to take part heavily in global value chains such as: electronics, information technology, telecommunications, mechanical engineering; ship repairing, shipbuilding and marine facilities; high quality steel and new construction materials; chemical - pharmaceutical, food processing industry, garment and textile industry, leather - footwear.
- To prioritize development of industries having high technical content, low emission and environmentally friendly, creating good quality products. To pay attention on processing industry development which have potential, high technology content, creating breakthrough in quality, enhancing productivity, competitiveness and high efficiency in value chain.
- To develop rural industries associating with agricultural development, urbanization process towards sustainability and environmental protection. To develop small and medium sized industries, advanced technology, having capability of creating more jobs for workers.
- To give priority to in-depth development of electronic industry and information technology, high quality steel production, special steel. To expand scope of pharmaceutical industry, food processing industry associating with material area.
- To develop garment and textile, leather -footwear industries towards export and meet domestic consumption demand, promoting development of supporting industries such as yarn, sewing, dyeing, designing samples to gradually transfer from processing to localize products in 2020.
- To focus on mobilizing, attracting investors to develop ​​economic zones, existing industrial clusters, parks. To give priority to investment projects having large scale, less labor-intensive, high technological content, clean technology, creating high value-added and environmentally friendly.
- Average growth rate of industry and construction in a period of 2011 - 2015 is about 8.2%, in a period of 2016 - 2020 reaches 10%, in a period of 2021 - 2030 hits 9%.
3. Development of agriculture, forestry and fisheries:
- To develop high intensive cultivation agriculture in order to enhance income per cultivation area, gradually developing high technology agriculture to provide high-quality products, ensuring food hygiene and safety, meeting consumption demand of the people. To focus on developing traditional villages with handicraft products for export.
- To promote offshore and ocean fisheries exploitation, transferring coastal fisheries exploitation to other economic activities. To form logistics center of fisheries in Cat Ba island in Hai Phong and Bach Long Vi island.
- To focus on development of livestock and poultry at industrial scale; to breed brackish water aquaculture, freshwater aquaculture associating with slaughter and processing units ensuring food safety and environmental hygiene, investing in cold storage system for export. To apply technical standards, advanced technology, modernizing management in order to improve production value.
- To conserve nature and protect biodiversity, developing protective forests, restoring mangrove. To develop green tree planting in residential areas, urban areas to generate clean and green environment. To attach protection and development of forests with eco-tourism activities, protection of environment.
- Average growth rate of agriculture, forestry, and aquaculture in a period of 2011 - 2015 reaches about 3 - 3.2%, in a period of 2016-2020 to reach 2.8-3%, in a period of 2021-2030 to hit 2.5%.
V. Solution on plan implementation
1. Fields gave priority to develop
To taking special advantage of the zone having capital of Hanoi, domestic and international trading clue of key roads, railway, airway to expand inter-regional cooperation, using common infrastructure, exchange of trade, culture, scientific research, technology transfer, training, and use of human resources, tourism development and international cooperation.
- To complete system appropriate mechanisms and policies to promote economic development of the zone; to create equal, transparency competitive environment among enterprises; to reform administrative procedures.
- To build synchronous infrastructure system, focusing on transportation system to create connection between localities in the zone and surrounding areas, network of irrigation for rice production, aquaculture breeding and projects of preventing and mitigating negative effects of global climate change.
- To improve quality of education - training, vocational training, developing rapidly high level manpower to meet development demand of the zone and to support, promote other areas. To link between human resource development with high science and technology applications in production sector to improve productivity, quality and value of products.
- To continue to reform administrative procedures, creating equal competitive environment among economic sectors, building open investment environment to attract foreign investment.
2. Mobilizing and using effectively capital resources
- To mobilize and use effectively capital resources of the State for socio-economic infrastructure development, development of human resource, science and technology, environmental protection and implementation of national target programs; investment capital of the State budget in important projects of infrastructure development but difficult to attract outside investors; strengthening calling for and attracting investment under form of BOT, BTO, PPP ... especially in transport sector.
- To improve business environment and to create favorable conditions for economic sectors to take part in socio-economic development. To do well task of investment attraction, calling and orientation. To promulgate preferential policy under priority development sectors on each locality basing on advantages and potentials of each locality. To renovate mechanisms and policies to attract maximum financial resources from all economic sectors, especially mobilizing idle capital funds of population for production and business development.
- To continue to promote FDI attraction in accordance with process of integration. To renovate foreign promotion activities towards focusing on advantage sectors, fields of the zone, directing toward potential partners, especially developed countries as well as continuing to expand investment with partners who have invested heavily in the zone.
3. Overall solution group on structure transfer and enhancing competitiveness of economic sectors, key products:
- To promote economic structure transfer: To focus on development of comparative advantage industries, creating high proportion of value-added, gradually reducing proportion of natural resource extraction, processing, and outsourcing. To prioritize development of service having high quality and high degree of specialization, creating jobs and raising incomes such as: finance - banking, telecommunications, information technology, tourism, trade, and logistics.
- Development of human resources: To combine workforce development with socio-economic development and labor market demand. Improving quality of labor, rate of trained labor, number of workers in industry of manufacturing products for export and high-tech sectors. To create incentives mechanism to encourage foreign and overseas Vietnamese specialists, scientists to consult issues of socio-economic development of each locality and the whole region.
- To promote, enhance quality of research and application of science and technology: To build tasks of science and technology associating with objectives of socio-economic development. In short time, it needs to focus on investment, training human resources having capability of mastering new technologies to apply in practice as well as to attract high quality human resources from abroad to apply and develop advanced science and technology.
- Development of economic sectors: To continue to improve business environment towards open, competitiveness and equality between economic sectors. To assist enterprises in accessing information, penetrating and expanding market. To enlist help of missions of Vietnam abroad about foreign market information and foreign partner introduction in trade; to provide information, support enterprises to limit negative impacts that may arise in integration process. To promote market research, trade promotion; to encourage domestic enterprises to build and develop brand name.
- Public administration reform and improvement of quality of cadres and civil servants: to improve quality of service of public administration; to make public procedures, the resolved time... in many forms for people and businesses to monitor and evaluate. To continue to implement and improve quality of implementation of single open door mechanism in handling affairs of organizations and citizens. To expand implementation of intercommunicating single open door mechanism between department - agencies, between department - agencies with People's Committees of districts, wards and communes in solving administrative procedures. To apply widely information technology, modernizing public administration.
4. To promote collaboration and cohesion among localities inside and outside the zone in the process of promoting investment, mobilizing and allocating resources, building socio-economic infrastructure; to train, attract and create jobs; scientific research and technology transfer; to build inter-provincial, inter-regional travel programs, travel routes; to provide information and build databases of socio-economic of the zone for forecasting and coordinating development, environmental protection, adaptation to climate change.
5. Completing implementation mechanisms:
- To consolidate the Steering Committee, Office of the Steering Committee on coordinating development of key economic zones to improve quality of coordination activities; especially to enhance efficiency of a permanent unit of Steering Committee on coordinating development of key economic zones.
- To improve quality of coordination between ministries, agencies and localities in the zone; to construct specific action program and assigning clearly responsibilities associating with assessing level of coordination of agencies during coordination of implementation of the plan.
- To organize annually business forum of northern key economic zone to strengthen exchanges and direct dialogue between investors with competent authorities of the provinces and cities in the zone.
- To research and issue specific financial and budget mechanisms for Hanoi, creating resources for Hanoi capital to invest in infrastructure development to promote socio-economic development of the capital and the entire zone.
VI. Organizing and supervising implementation of plan
1. Overall plan of socio-economic development of the northern key economic zone after being approved is a basis for elaboration, submitting and implementation of development plans of sectors; to review overall plan of socio-economic development of localities in the zone.
2. Ministry of Planning and Investment shall function as the main implementer, in collaboration with ministries, agencies and localities in the zone, being responsible for:
- To organize to make public the plan, organizing activities of investment promotion, broadcasting, advertisement to attract domestic and foreign investors, economic sectors to take part in implementation of the plan;
- To monitor, supervise, inspect implementation of regional plan, plans of ministries, agencies and localities in the region; to monitor implementation of key investment programs and projects of the zone.
- To research and propose coordination mechanisms, policies of alignment, coordination between localities in the zone with other zones. To function as the main implementer, in collaboration with related ministries and agencies to attract investment to key projects of the region.
3. Related ministries and agencies are responsible for setting up, submitting plans of branches, sectors and key products in the zone to competent authorities for approval in accordance with objectives, tasks and development orientations.
- To research, develop and submit to the State competent authorities for promulgating number of specific mechanisms, policies in order to successfully implement objectives and tasks setting out in the plan;
- To coordinate with the Ministry of Planning and Investment in fulfilling and monitoring implementation of key investment projects and programs of the zone under order of priority within managed field in order to promote socio-economic development of the zone.
Specific tasks for ministries, agencies as follows:
3.1. Ministry of Transport:
- To direct construction, completion on schedule of important transportation projects in the zone. To propose mechanisms of mobilizing capital for large scale transport development projects in the zone.
- To monitor implementation of transport infrastructure development in consistent with approved plan.
3.2. Ministry of Agriculture and Rural Development:
- To develop and submit for approval and organize to implement agricultural and rural development plan, plan of constructing and developing rural infrastructure projects and plans of assigned branches, sectors; to invest in and attract investment in projects of exploiting potential and advantages of the zone; to manage and direct to give priority to investment projects of developing high technology to enhance productivity, quality, efficiency, environment friendly.
- To complete construction and consolidation of irrigation and dike system; to direct and organize production of key agricultural and seafood products in the zone. To propose mechanisms, policies and support localities of the zone to build high-tech agricultural parks.
3.3. Ministry of Education and Training:
- To guide and create appropriate mechanisms for many universities to modernize facilities, develop staff of lecturers and training programs on a par with advanced countries in region.
- To function as the main implementer and in collaboration with related ministries, agencies and capital of Hanoi to build Ha Noi city to become a center of educating, training high-quality human resources for the wholly country.
3.4. Ministry of Industry and Trade:
- To direct construction on schedule and plan electricity centers and electricity supply network in the zone. To direct and coordinate with relevant localities in building network of whole sale markets, trade centers in the zone.
- To coordinate with ministries, agencies in building strategy of developing trademarks of Vietnam’s products to serve economic development, especially in expanding export market in order to help Vietnam's goods having full of competitiveness and ability to integrate international economic.
3.5. Ministry of Natural Resources and Environment
- To chair and coordinate with related localities in responding to climate change and sea level rise; to direct and coordinate in protection and rational use of natural resources, minerals, water resources in localities in the zone; to direct, coordinate with local authorities in protection of national parks and area of nature conservation, conservation of biodiversity.
3.6. Ministry of Construction
- To chair, build plan, inspect, monitor construction of hazardous waste treatment ground, cemeteries, clean water supply systems at regional scale; to coordinate with local authorities in building systems of drainage, sewage treatment, gradually solving a inundation in urban areas.
3.7. Ministry of Science and Technology
- To direct and coordinate in development and application of science – technology in the zone; to build, raise capacity of science - technology of science research units, training units in the zone; to coordinate in construction of high-tech parks in the zone.
3.8. Ministry of Labour, Invalids and Social Affairs
- To direct, coordinate with related ministries, branches and localities in building system of vocational training centers, especially high qualified training center at zonal scale.
3.9. Ministry of Culture, Sports and Tourism
- To chair and coordinate with concerned ministries, agencies and localities to complete overall plan on development of culture, family, sport and tourism in the northern key economic zone; overall plan on development of national tourism zones.
4. The People's Committees of centrally provinces and cities in the region:
- To coordinate with ministries, agencies to organize activities of investment promotion, advertisement to attract foreign and domestic investors and economic sectors to participate in implement the plan.
- Provinces and cities in the zone actively review detailed plans, investment programs and projects; having plans to integrate the plan into socio-economic development plans of 5 years and each year in accordance with approved objectives and tasks.
- To supervise and inspect implementation of development projects in provinces, cities under their assigned functions, reporting to the Prime Minister.

Electricity supply infrastructure
 
- To complete construction of electricity factories under national power development master Plan 7;
- To implement application of information technology into management, exploitation and operation of national power grid system; to develop smart power grid system in major urban areas in Ha Noi, Hai Phong.

Infrastructure of rural area and agricultural sector
 
- To continue to strengthen, protect and upgrade sea dikes, river dikes to ensure active prevention of floods and storms, sea level rise and climate change prevention; combining dike system with road;
- To upgrade, modernize and enhance operational capacity of key irrigation systems of Bac Hung Hai, Nhue river, north Duong river and canal system, key irrigation works;
- Program of upgrading water lakes, dams;
- Infrastructure projects of fisheries, fishing ports, storm shelters in coastal localities in the zone.
IV
 Culture and education – training
 
- To build several high quality universities reaching international standards in Ha noi. To relocate several universities and colleges from inner Hanoi city to satellite urban areas, provinces in the zone.
- To develop network of vocational training schools under plan; to give priority and focus on investing in high quality vocational training schools with key professions at regional and international levels.
V
 Healthcare, sport
 
- Development program of preventive medicine units; to upgrade system of provincial hospitals; to develop Ha Noi medical university, Ha Noi university of pharmacy;
- To build several large-scale cultures, sport projects in Ha Noi and other major cities in the zone.
VI
 Science, technology and environment protection
 
- To build national key informational technology zone;
- E-government program in provinces, cities in the zone;
- To build solid waste treatment complexes in Soc Son (Ha Noi) stage II and in Hoanh Bo (Quang Ninh);
- To build and complete system of collection and treatment of solid waste in the living in urban areas;
- Clean water supply programs in Ha Noi, Hai Phong, Quang Ninh, economic corridor of Ha Noi - Hai Duong, Ha Noi - Chi Linh - Pha Lai and coastal areas;
- To build factory of water surface of Da river stage II with a productivity of 600.000 m3/day and night;
- Program of sewage disposal and sewage treatment for urban areas;
- Program of sewage collection and disposal to prevent flooding in urban areas.
VII
 Development of other sectors, industries
 
- Development programs of key industries sectors and supporting industry. To build production factories of integrated steel, high quality steel, specialized steel for mechanical industry and supporting industry in Hai Phong, Quang Ninh;
- Logistics development program;
- To complete construction of key tourism areas of the zone;
- To build social houses in Ha Noi and other major urban areas in the zone;
- Island, marine economic development program;
- Brown coal exploitation and research program;
- Defense economic area in northeastern island group (Quang Ninh).
