Supporting industry development program in Da Nang city in a period of 2022-2025

I. Objectives
1. General objectives
- Promote investment attraction to develop supporting industries to meet localization needs in different areas of processing and manufacturing industries, focusing on developing supporting industry products, serving priority industries including: high-tech industry, electronics industry - information technology - telecommunications, mechanical engineering machinery and equipment manufacturing, automobile industry...; contributing to reducing the trade deficit of components and spare parts and promoting exports;
- Develop the scale and improve the competitiveness and supply capacity of domestic supporting industry enterprises, meeting the domestic and export markets, gradually participating in the global value chain;
- Promote supply chain links between domestic enterprises and foreign-invested enterprises; Promote links to develop supporting industries with localities in the region and localities with advantages in industrial development throughout the country to diversify the supply chain for industrial enterprises in the city;
- Ensuring production premises to attract investment in developing supporting industries; ensure sustainable development of supporting industries.
2. Specific objectives
- The proportion of supporting industries in the added value structure of the processing and manufacturing industry by 2025 accounts for about 30%1, of which the proportion of supporting industries is high-tech industries and industrial industries. electronics - information technology - telecommunications accounts for over 20%2;
- Strive by 2025, there will be over 1,503 supporting industry enterprises in the city, of which at least 10% of domestic enterprises are capable of supplying products directly to manufacturing and installation enterprises. Complete product assembly;
- Forming and putting into operation the Da Nang Hi-Tech Park Supporting Industrial Park; Forming subdivisions for supporting industry development in industrial parks in the city.
II. Object
The subjects of this Program comply with the provisions of Article 2 of Resolution No. 53/2021/NQ-HDND dated December 17, 2021 stipulating supporting industry development policies in Da Nang city, including:
1. Organizations and individuals directly invest in the production of supporting industrial products with priority for development in Da Nang city.
The list of supporting industrial products prioritized for development in Da Nang city is specified in Clause 2, Article 3 of Resolution No. 53/2021/NQ-HDND.
2. Agencies, units, organizations and individuals participating in the management and implementation of supporting industry development activities in the city.
III. Content
1. Connect and support supporting industry enterprises to become product suppliers for domestic and foreign customers; Promote and attract investment in supporting industries
a) Objective: Promote and support the expansion of domestic and foreign markets for the city's supporting industries. Connect and introduce the city's supporting industrial enterprises (expected 2-3 enterprises/year) to participate in the supply chain of domestic finished product manufacturing enterprises and foreign invested enterprises; directly connecting supply and demand of supporting industrial products between businesses. Promote investment attraction in the city's supporting industries.
b) Main activities
- Organize the assessment and confirmation of the capacity of the city's supporting industrial enterprises. Consulting and technical support for supporting industry enterprises. Evaluate and recognize businesses with qualifications and scale that meet international requirements;
- Organize fairs and exhibitions connecting supply and demand of supporting industrial products in Da Nang and abroad. Organize Da Nang supporting industry enterprises to participate in fairs, exhibitions, and domestic and foreign supporting industry connection programs (focusing on ASEAN, Japan, Korea, and China). , EU, US) to find partners and develop markets for supporting industrial products;
- Organize conferences and seminars to promote domestic and foreign investment in priority supporting industry sectors for development in the city. Consulting and supporting businesses to invest in supporting industries, especially original spare parts manufacturing (OEM) businesses;
- Organize trade delegations and promote investment abroad to promote trade and attract investment in the city's supporting industries;
- Promote communication activities on supporting industries through conferences, seminars, discussions and organize propaganda and dissemination of policies and supporting industry development activities on mass media (paper newspapers, electronic newspapers, radio, television, publications and other forms of information dissemination);
- Support industrial enterprises to build and register product/brand protection at home and abroad; register for product certification in accordance with international standards; build e-commerce website; Promote and introduce the enterprise's products on mass media.
2. Support businesses to apply management systems that meet the requirements of global production chains in corporate governance and production management
a) Objective: Support consulting and training on business management and production management systems in accordance with the requirements of domestic and global production chains and successfully applied at supported enterprises (Priority is given to domestic enterprises).
b) Main activities
- Survey and evaluate the ability and need to apply advanced standards and management systems in production at enterprises;
- Develop programs and organize training for businesses on corporate governance and production management;
- Organizing assessment and accreditation of corporate governance and production management systems according to international standards.
3. Support training to improve the quality of human resources to meet the requirements of supporting industrial product manufacturing industries
a) Objective: Support businesses in training high-quality human resources; Strengthen links between universities, research institutes, training facilities and businesses in training human resources to meet the requirements of supporting industries.
b) Main activities
- Research and evaluate the human resource needs of supporting industry enterprises in the city according to qualifications and occupations;
- Organize training courses to improve qualifications, management capacity, production productivity and product quality management for management, production management, technical and technology staff of supporting industry; hire consultants and invite foreign experts to support training;
- Implement programs and training to improve skills, foster knowledge and vocational skills for technical workers to meet the needs of businesses;
- Support businesses to organize vocational training for workers to directly serve production; sending managers and technical workers to training to improve their qualifications at home and abroad;
- Organize training courses for state management officials and business managers on policy, management, technology, trade... related to the field of supporting industries.
4. Support research and development, application of technology transfer and innovation in the production of supporting industrial products
a) Objective: Promote technology research and development projects and experimental production in the field of supporting industries; Support industrial enterprises to support research, application, improvement, technological innovation, trial production of new supporting industrial products, receive and transfer advanced and modern technology in industrial production support; Promote domestic and international cooperation in training, research, and technology transfer in the field of supporting industries.
b) Main activities
- Organize the introduction and dissemination of a number of production technology processes and technical requirements on supporting industry products for supporting industry enterprises;
- Hire domestic and foreign experts to advise and directly support supporting industrial enterprises on research and development, application of technology transfer and innovation, human resource training...;
- Develop and implement international cooperation programs in training, research, and technology transfer in the field of supporting industries;
- Support businesses and research facilities to promote applied research activities, experimental production, and technology transfer in the field of supporting industries; Promote activities associated with the research - development, training and business incubation zone in Da Nang High-Tech Park;
- Support businesses to perfect, innovate technology and test produce new supporting industry products; Support businesses to receive advanced and modern technology transfer; Buy copyrights, inventions, software to serve the production of supporting industrial products;
- Create favorable conditions for FDI enterprises to transfer advanced technology to domestic supporting industry production enterprises;
- Develop and perfect criteria to evaluate businesses regarding technology and supporting industry products.
5. Create favorable conditions for production premises; Support industrial enterprises with support for infrastructure and environmental protection
a) Objective: 100% of businesses in the fields of manufacturing supporting industrial products prioritized for development in the city will have access to and have guaranteed premises for production activities. Partial support for costs to encourage domestic enterprises to invest in industrial production projects that support the promotion of environmental protection in production.
b) Main activities
- Support domestic supporting industry enterprises to invest in repairing and upgrading environmental protection items according to regulations at factories/production facilities. Support costs for using infrastructure and wastewater treatment for new projects of domestic enterprises investing in the production of supporting industrial products in industrial zones and clusters;
- Complete construction of Da Nang Hi-Tech Park Supporting Industrial Park to attract investment in projects producing supporting industrial products to serve high-tech industry;
- Planning and forming functional subdivisions for supporting industry development in industrial parks in the city, especially new industrial parks (Hoa Cam - Phase 2, Hoa Nhon, Hoa Ninh);
- Introduce and support industrial enterprises in finding suitable production premises in industrial zones and clusters in the city.
6. Build and operate information pages and databases on supporting industries
a) Objective: Build a database, electronic information page, publish information, publish publications on supporting industries to provide information to organizations, businesses, and investors to increase Strengthen linkages, promote production, business and investment in supporting industry development in the city.
b) Main activities
- Survey, build and update the database on the capacity of supporting industrial production enterprises and related policies;
- Provide supply and demand information on the supporting industry product market and supporting industry policies;

7. Support businesses to access preferential loans, support loan interest rates for investment and development of industrial products to support development priorities
a) Objective: Support financial resources for domestic enterprises to invest in developing and producing supporting industrial products to meet the needs of materials, components and spare parts for enterprises with investment capital foreign and domestic manufacturing and assembly companies.
b) Main activities
- Support businesses to borrow capital with preferential interest rates at the City Development Investment Fund (expected to support 10-15 projects during the entire period) to invest in the production of supporting industrial products in the city. City according to the provisions of Resolution No. 354/2021/NQ-HDND dated April 12, 2021 of the People's Council of Da Nang city approving the List of investment and lending fields of the Da Nang City Development Investment Fund in the period paragraphs 2021-2025 (or amended, supplemented, or replaced documents, if any); Decision 1568/QD-UBND dated May 7, 2021 of the City People's Committee promulgating the List of investment and lending fields of the City Development Investment Fund for the period 2021-2025 and related documents Quan4 (or documents amending, supplementing or replacing, if any);
- Guide and support businesses to invest in projects to produce supporting industrial products to serve high-tech industries, information technology - electronics - telecommunications industries and supporting industrial products. Other development priority grants are eligible to benefit from the interest rate support policy for project investment loans according to the provisions of Resolution 149/2018/NQ-HDND dated July 12, 2018 of the City People's Council promulgating support policies. Interest rates for organizations borrowing capital to invest in important socio-economic development projects in the city (or documents amending, supplementing or replacing, if any). Expected to support 3-5 projects during the entire period.
IV. Implementation costs
1. Funding for implementing the Supporting Industry Development Program for the period 2022-2025
Funds for implementing the annual Supporting Industry Development Program (in the period 2022-2025) will be detailed estimates based on the synthesis of specific tasks and proposed projects of units and organizations. Register to participate in the Program and be selected by an Appraisal Council established by the Chairman of the City People's Committee according to the Regulations on planning, implementing and managing the Supporting Industry Development Program. The area of Da Nang city is issued by the People's Committee of Da Nang city.
2. Funding source
a) Annual city budget to implement the Supporting Industry Development Program in the city and other related programs and policies; Non-business funding assigned to units shall be implemented according to current regulations.
b) Capital contributions and counterpart funds from businesses, organizations and individuals participating in the Program; Funding sources from domestic and foreign organizations and individuals and other legal funding sources according to the provisions of law.
3. Program budget management
a) The management of Program funds is carried out in accordance with the State Budget Law and regulations in Circular No. 29/2018/TT-BTC dated March 28, 2018 of the Minister of Finance guiding the establishment, management and Use funds from the Supporting Industry Development Program (or documents amending, supplementing or replacing, if any).
b) Agencies and units assigned to preside over tasks under the Program are responsible for mobilizing capital sources combined with support budgets to ensure effective implementation of the Program.
V. Implementation organization
1. Department of Industry and Trade
- As the focal agency, responsible for coordinating relevant departments, branches, and units to organize and implement the Program; Advise the City People's Committee to promulgate regulations on planning, implementing and managing the supporting industry development program in the city;
- Develop plans and budget estimates to implement the annual Program on the basis of synthesizing tasks and proposed projects of units, send to Department of Finance for verification and submit to the City People's Committee for balance and budget allocation.
- Preside over urging, supervising and inspecting implementation activities and implementation results of each task and project; Report evaluating the results of the Program's implementation periodically every 06 months, annually and for the entire period as required by the City People's Committee and the Ministry of Industry and Trade; Regularly review and promptly propose to the City People's Committee to adjust and supplement targets, tasks, and solutions for supporting industry development in accordance with the actual situation in the city;
- Act as the focal point to receive recommendations and proposals from organizations, businesses and related units during the implementation of the Program to promptly resolve them according to assigned functions and tasks; Act as a link between Da Nang city and provinces and cities across the country to develop supporting industries.
2. Department of Finance
Every year, at the time of making estimates, based on the list of tasks and projects registered to participate in the Supporting Industry Development Program in the planning year proposed by the Department of Industry and Trade, the Department of Finance synthesizes funding. , report to the City People's Committee and submit to competent authorities for approval according to the provisions of the State Budget Law.
3. Department of Planning and Investment
- Preside and coordinate with the Department of Finance and relevant departments and branches to effectively implement interest rate support policies for organizations that borrow capital to invest in important socio-economic development projects across the city area (including projects in the field of supporting industries) according to the provisions of Resolution No. 149/2018/NQ-HDND (or documents amending, supplementing, and replacing, if any);
- Coordinate with the Investment Promotion and Support Board and relevant departments and branches to promote investment in supporting industrial product manufacturing projects in the city, and promote cooperation with organizations, domestic and foreign individuals to attract resources to serve supporting industry development activities in the city.
4. Department of Science and Technology
- Disseminate the city's supporting industry development programs and policies to businesses and scientific and technological research organizations in the city. Coordinate with the Department of Industry and Trade and relevant units and organizations to deploy content supporting research and development, application of technology transfer and innovation in the production of supporting industrial products in this Program and Other tasks related to scientific and technological activities in the field of supporting industries in the city;
- Create favorable conditions for supporting industrial enterprises in the city, especially domestic small and medium-sized enterprises, to access and benefit from policies to support scientific research, technological innovation, and upgrading. High productivity, product quality, intellectual property development and rewards in scientific and technological activities.
5. Department of Labor, War Invalids and Social Affairs
- Disseminate the city's supporting industry development programs and policies to vocational education establishments in the city. Coordinate with the Department of Industry and Trade and relevant units to deploy training support activities to improve the quality of human resources for supporting industries;
- Direct vocational education establishments in the area to further promote the development of vocational education according to the school-enterprise linkage model, especially in training skilled and technical labor, occupations that meet the needs of supporting industry enterprises; Promote international cooperation in training and developing human resources for supporting industries in the city.
6. Department of Information and Communications
- Coordinate with the Department of Industry and Trade to guide and direct press and media agencies to effectively carry out propaganda work and widely disseminate Resolution No. 53/2021/NQ-HDND dated December 17, 2021 of the Government. The City People's Council regulates supporting industry development policies in Da Nang city and the Supporting Industry Development Program in Da Nang city for the period 2022-2025 to the community. Promote propaganda work on the website of the Department of Industry and Trade; proactively provide official documents and information to press and media agencies in many forms to ensure timely and smooth information; proactively combat bad and toxic information that affects the goals and implementation process of the Program;
- Coordinate with the Investment Promotion and Support Board to promote investment attraction in the information technology - electronics - telecommunications industry in general and the field of manufacturing supporting industrial products to serve this industry, which focuses on attracting large-scale businesses and multinational companies.
7. Management Board of Da Nang Hi-Tech Park and Industrial Parks
- Accelerate the progress of conversion and complete construction of infrastructure of the Supporting Industrial Park of Da Nang Hi-Tech Park; Deploying investment in the construction of new industrial parks in the city, including reviewing the zoning planning of industrial parks (Hoa Cam phase 2, Hoa Nhon, Hoa Ninh) to ensure appropriate land area for supporting industry development. Effectively exploit the High-tech Business Incubation Research Center in the High-Tech Park for the purpose of supporting research and trial production of high-tech supporting industrial products. Prepare land in the High-Tech Park Supporting Industrial Park for the city to coordinate with the Ministry of Industry and Trade to establish a Technical Center to support regional industrial development in Da Nang;
- Coordinate with the Investment Promotion and Support Board to promote investment promotion activities in priority supporting industrial product manufacturing projects in high-tech parks and industrial parks in the city;
- Coordinate with the Department of Industry and Trade to disseminate and guide businesses in industrial parks and high-tech parks to actively participate in the city's supporting industry development program.
8. Investment Promotion and Support Board
- Preside and coordinate with the Department of Planning and Investment, Department of Industry and Trade, Management Board of High-Tech Park and Industrial Parks and relevant agencies and units to implement investment promotion and attraction activities into the field of supporting industries; Focus on attracting companies and multinational corporations in key industries and priority industries to create motivation to promote the city's supporting industry development;
- Actively support investors in the process of understanding the investment environment and procedures in Da Nang city to effectively plan and deploy projects.
9. City Development Investment Fund
Guide and create favorable conditions for supporting industrial enterprises to access and borrow capital from the Fund to invest in city development to implement projects to produce supporting industrial products with priority for development according to regulations.
10. Departments, branches and branches; People's Committees of districts
- Actively participate in propagating and disseminating policies and programs to develop the city's supporting industries to relevant units, organizations and individuals within the scope of management. Coordinate with the Department of Industry and Trade to effectively implement the Program's contents;
- Promote reform of relevant administrative procedures under the authority of units and localities, creating conditions for businesses and production facilities in the field of supporting industries to develop smoothly.
11. Business Associations and Associations
- Coordinate with the Department of Industry and Trade to implement the Program; Organize propaganda and guide member businesses on policies, mechanisms, and mechanisms for developing supporting industries and support contents of the Program; Be the focal point to connect, capture and reflect difficulties and problems during the implementation process, proactively propose to the City People's Committee or through the Department of Industry and Trade for timely support solutions;
- Strengthen cooperation, information sharing, and link product supply and demand between businesses to promote the development of supporting industries in the city.
12. Reporting mode
Every year (before November 30), agencies and units assigned to preside over tasks in this Program report the situation and results of implementation to the Department of Industry and Trade for synthesis and reporting to the City People's Committee.
During the implementation process, if there are any problems or difficulties, relevant units promptly report them to the Department of Industry and Trade to report to the City People's Committee for direction and resolution./.
