Strategic orientation on cooperative economic development (Part III)

Part Three:
STRATEGIC ORIENTATION ON COOPERATIVE  ECONOMIC DEVELOPMENT 
I. Development viewpoints
Cooperative economic development in our country in the next time need to thoroughly understand the following viewpoints:
1. Cooperative enterprise  has no itself purpose but to promote economic development and improve living of its member; must come from the actual needs of its members and meet common their demand, but not to set subjectively and volutarists in establishing cooperative enterprises and unlawful interference into operation of  cooperative enterprises. Member of cooperative enterprises is a center of cooperative enterprises ; cooperative business and member of cooperative businesses is two independent entities sticking together organically.
2. To respect the values ​​and the fundamentals of the cooperative business which has  universality worldwide to apply creatively in accordance with specific conditions of Vietnam.
Applying the definition of cooperative business, values ​​and principles of cooperative business which has been recommended by ICA. Accordingly, the " cooperative business is an autonomous association of individuals linked together voluntarily to meet common needs and aspirations of economic, social and cultural through enterprise of common ownership and democratic control. "
The nature of the cooperative enterprise is jointly owned, the use of products and services of the cooperative business co-workers in cooperative enterprises. The nature of  cooperative business is to create basis for forming and strengthening the values ​​and principles of  cooperative business.

The value of cooperative enterprises include: 1) Self Help and 2) Self-responsibility, 3) Democracy, 4) Fair; 5) Equality; 6) Solidarity. In addition, the value of cooperative enterprises is also the moral values, including honesty, openness, social responsibility and interest for others.
The principles of cooperative enterprises include:
2.1. Voluntary and open. Cooperative enterprises is voluntary and open  organization to all members of society wish to use the services of the cooperative enterprises, ready to accept the responsibility of members of cooperative enterprise, regardless of gender, social, racial, political or religious;
2.2. Control democratically by the members. Cooperative enterprises is the democratic organizations controlled by members who involves in determining the policies and decisions of the cooperative enterprises. In cooperative enterprise  at local level, the members have equal voting rights (each member has the one same vote) and cooperative enterprises at different levels are also organized in a democratic manner.
2.3. Economic participation of members of cooperative enterprises. Members of cooperative enterprises contribute equitably and democratically control the capital of the cooperative enterprise. The capital of the cooperative enterprise is usually common property of the cooperative enterprise. Members must contribute capital to cooperative enterprises and get a rebate, depending on certain contributing capital. Members distribute surplus of cooperative enterprises for some or all of the following purposes: developing the cooperative enterprise; establish a reserve that is part of the property which is not divided; for member of cooperative enterprises depending on use of services of the cooperative enterprises; supporting the activities of the cooperative enterprises under decision of the members of cooperative enterprise.
2.4. Autonomy and independence. Cooperative business is self-organization, self-help, is controlled by its members. By signing agreements with other organizations, including the Government, or raise capital from outside the cooperative enterprise collaboration, cooperative enterprise must implement the provisions to ensure democratic control by the member companies to cooperate and maintain the independence of the cooperative enterprise.
2.5. Education, training and information. Cooperative enterprises facilitates training for members, member representatives, managers and employees in cooperative enterprises to enable them to effectively contribute to development of cooperative enterprises. Cooperative enterprises give information for the public, especially youth and leaders about the nature and benefits of cooperative enterprise.
2.6. Cooperation between cooperative enterprises. Cooperative enterprises serve its members effectively and strengthen the cooperative enterprises movement by work together on the level of locality, region, nation and international under specializing form and associations.
2.7. To provide for the community. Cooperative enterprises ensure the development of its community members through the policy decided by member of cooperative enterprises, including welfare activities, culture -social activities in order to improve all aspects of life members and members of cooperative enterprises community.
3. Encourage development of cooperative enterprises in all areas of socio-economic life, in all regions, with all levels of development based on the nature of  cooperative enterprises.
4. Access comprehensively economic, politic and society in a process of development of cooperative enterprises in order to contribute positively to socio-economic development of the country, creating jobs, improving step by step material and culture life of the people.
5. To renew and strengthen the leadership of the Party and State's management of cooperative enterprise development, mobilize all social forces and international and domestic resources to participate in promoting cooperative enterprises.

II. Strategic objectives of cooperative economic development
1. Overall objectives

The strategy of cooperative economic development need to achieve the following main objectives:
1. Contribute to accelerate and improve the effectiveness of industrialization and modernization of the country, especially in agriculture, rural; put cooperative economy and State-run economic became the foundation of the national economy.
2. Quickly put cooperative enterprises out of current weaknesses, rapid and sustainable development towards real respect for nature, the values ​​and principles of cooperative enterprises, promote efficiency in economic development and improve living members, attracting all the farmers, most of the individual households and small and medium enterprises, many organizations participating in cooperative enterprises.

3. To strive to 2020, cooperative economic have the important and comprehensive role and position in all aspects of political, economic, cultural of Vietnam, contributing to spirit of cooperation, solidarity and spirit of democracy becomes 'culture' in our society.
2. Specific objectives
2.1 Economic Objectives
Develop cooperative enterprises contribute to promote sustainable economic growth, increasing incomes for their members, contributing to reduce poverty and create more jobs for workers, namely:
2.2.1 Cooperative enterprise must firstly serve the purpose of promoting economic development of member, bring benefits, especially economic benefits for members as well as economic development of cooperative enterprises.

2.2.2 Improving the adaptability and competitiveness of the cooperative enterprises and economic membership in a market economy, international integration, and also help members to improve their competitiveness in the market competition.
2.2.3 Make the obvious changes to the cooperative enterprises on all sides: the ownership, management practices and relationships of distributing benefits in accordance with nature, values ​​and principles of cooperation universality in the world.

2.2 Objectives of social, cultural
Development of cooperative enterprises contributes to realize of the values ​​and noble principles of cooperative enterprise in our society, namely:
2.2.1. To improve efficiency, the role and nature of the socio-cultural of cooperative enterprises in solving social problems, especially the settlement of employment, poverty reduction, construction cultural infrastructure, society, strengthen solidarity and community spirit of cooperation and democracy, to put cooperate and democratic become culture in society.
Cooperative enterprises contributes to promote the role of grassroots democracy, internal conflict resolution from the original, play an important role in preserving and strengthening political security and social order and safety in their respective population residence.
2.2.2. Cooperative enterprises are an effective method of delivery, implementing policies of the State and Party to the community in areas of the country.
2.2.3. Cooperative enterprises are centre to build a new cultural life in the community, promoting superior in field of education, health, culture, etc.
2.2.4. Cooperative enterprises is effective institutions to protect the legal rights of individuals, families and groups of poor and vulnerable in society.
III. Vietnam's orientation on cooperative enterprises model
1. Cooperative enterprise model at local level
Cooperative enterprises model in our country need to calculate to reach the essence of humanity in the cooperative enterprises development taking into account specific conditions of our country.
1.1 The basic model
Unite to apply definition of the nature model of the cooperative enterprises that ICA and the International Labour Organization (ILO) has recommended that:
"Cooperative enterprise is an autonomous association or  organization of  individuals linked together voluntarily to meet common needs and aspirations of economic, social and culture through an enterprises owning collectively and controlling democratically".
The above definitions include the following specific contents:

1.1.1. Cooperative enterprise  is  a “dual” organization includes: (1) associations, societies or organizations of individuals, (2) a company under cooperative enterprises.
1.1.2. The individuals voluntarily interconnect and have common needs of economic, social and cultural and be supplied by cooperative enterprises .
1.1.3. Company under cooperative enterprises provide products and services to meet the common needs to all member of cooperative enterprises and managed democratically by its members.
1.2. Specific models
1.2.1. Co-ownership model, co-use of products and services of the cooperative enterprises (owner - user cooperative or called as consumer cooperative)
This model have features as the following:
- Members of cooperative enterprises have similar economic activities and locate in the same territorial area defining ​​the common needs of economic, cultural, social, specifically expressed in one or several products and services should be satisfied through cooperative enterprises with higher effective than each members serving themselves.
Cooperatives are built to meet the general needs of the members of the cooperative. Common needs are the basis for production-business activities of cooperative enterprises. The plan for the organization and operation of cooperatives is to meet the general needs of the members which have been identified. Enterprises under the cooperative is an organization directly providing products and services that members have common needs.
Member of cooperative enterprises can be individuals or households representative, or as an enterprise or other economic organizations as long as overall demand and voluntary to participating in cooperative enterprises . Member community can be a homogeneous community of individuals, legal entities or individuals, or a mixture between individuals and legal entities.
Member of cooperative enterprises must contribute to cooperative enterprises to carry out the plan to satisfy the common needs of all members. As a capital contributor, all members are owners the cooperative.
As owners, members will be sharing the profits from the cooperative activities depending on capital contribution level.
The capital contribution to cooperative enterprises   is mandatory for all members. The maximum percentage of capital contribution of a member to the total capital of cooperative enterprises should be appropriately defined to ensure certain equality in cooperative enterprises  management.
- Members after joining  cooperative enterprises must use products and services of cooperative enterprises by modes of  equality in the market, in which cooperative enterprises and members customers each other.
Cooperative members benefit from the services and products supply of the cooperative enterprises as way that member community of cooperative enterprises agreed.
The use of  common products and services of  cooperative enterprises  is a prerequisite for the existence of cooperative and binding on all their members.

- Distribution of benefits in cooperative enterprises are made on the basis of contributions from members, which has two main contributions are: capital contributions and contributions on the use of products and services of cooperative enterprises .
Members shall be entitled to benefits from the contribution of capital and use of products and services of cooperative enterprises. That benefit levels are agreed upon unified among community of  members.
In addition to the above distribution of benefits to members and, depending on the specific achievements of  cooperative enterprises, community of  members agree on the development fund  of cooperative enterprises, welfare fund and other funds to sustain their cooperative enterprises.
- Property which was formed in the process of cooperative enterprises  activities are considered common property of the members, in other words, are the common property privately owned by all members.
The common property, including the State funding and other organizations and individuals of the community of members are accumulated in the development process of cooperative enterprises is social capital, in general, it is undivided assets of cooperative enterprises.
-  Cooperative enterprises supplying products and services to members through trade with the outside community members, or cooperative enterprises  organize to self-manufacture production and services on the basis of effective identified by organization and operation plan of cooperative enterprises.
Implementation plan to meet the common needs of members of the cooperative enterprises  agreed in a democratic manner. Enterprises under the cooperative enterprises is organization to implement plan for production –business of cooperative enterprises , to be effective and fair competition in the market in providing products and services for members. Price of products and services are uniform and equal for all members of cooperative enterprises, not discriminatory and members agree democratically.
- Depending on the type of products and services to regulate cooperative enterprises have right to provide products and services for markets outside member community of  cooperative enterprises . In this case, companies under cooperative enterprises must be registered under DNHT operating under the enterprise law.
1.2.2. Model cooperative enterprises of workers (worker cooperative):
In principle, the nature and pattern of  cooperative enterprises of workers is the same as consuming cooperative enterprises.  whereby  cooperative enterprises  "consum" labor and provide jobs and income for the member;  employment member as laborers in  cooperative enterprises, and is a capital contribution to  cooperative enterprises and became owner of cooperative enterprises .
 Cooperative enterprises  model of workers is a special form of the model of consumning cooperative enterprises .
The main purpose of  cooperative enterprises of workers is to create and sustain jobs for its members.  Cooperative enterprises of workers have nature characteristic as the following:
- Members contributing capital to the cooperative are the owners of cooperative enterprises

- Cooperative enterprises create jobs for all members and create products and services offered on the market, competing on equal terms with all factors in the market.
- Members do not have to use products and services of cooperative enterprises.
- All members are laborers working in cooperatives.
Two types of cooperative model: consuming and workers can change each other depending on decisions of community members and the impact of the market in a way that they think the most effective.
2. Upper model of cooperative enterprises: economic federation - economic integration organization of cooperative enterprises
- The nature of the federation of economic
- Economic union is autonomy integration organization of  cooperative enterprises  members (upper level cooperative enterprises of grassroots cooperatives) to meet the common needs of its members effectively than each cooperative way to self- meet separately and organized activities by their nature, values ​​and principles of cooperation.
In general, local  cooperative enterprises typically operate multi-function, or multiple lines, especially agriculture cooperative enterprises.
Besides the method of merger or consolidation to increase scale and efficiency of operations of production business, cooperative enterprises can economic linkages with other cooperative enterprises works on the same field, industries in many different areas to improve efficiency, reduce costs and improve their competitiveness.
The economic union is in charge of operation on one or a few specific areas, and specializing economic organization of cooperative enterprises, for example, specializes in providing inputs to cooperatives, credit and marketing and sales, etc.
The economic union linking of cooperative enterprises in territory broader than local level, can be held by the territorial administrative level: the district / county, centrally-run provincial / cities, for many regions of the province, city, national level, even international level. The district-level federations links into a provincial federations; provincial federation linkes into a regional federation or national federation.
The  cooperative enterprises in various fields, different industries can organize economic union specializing in  mobilization of capital of idle members, cooperative enterprises and loan credit to members and cooperative enterprises. Or, the  cooperative enterprises in the same field lines can hold its own credit federation and then the union organize upper economic federation to link the professional credit federation. Internal credit will be linked to the credit federation. Credit federation system emerges to wholly cooperative bank and link all cooperative enterprises, members and economic federation nationwide.
Through the economic union can be linked economically cooperative enterprises and all members, especially farmers and agricultural  cooperative enterprises nationwide.
Cooperative enterprises can join many different economic union.
Thus, members of cooperative enterprises are supported from both types of organizations organized by themselves: cooperative enterprises and economic union of cooperative enterprises.Operation performance of new members and cooperative enterprises actually increased. Economic competitiveness of the members, of  cooperative enterprises , the economic union is strengthened by the alignment of economic community.
Enterprises, companies operating under the Enterprise Law can establish their  cooperative enterprises and economic unions to save costs, improve efficiency and competitiveness.
 IV. Development orientation of cooperative enterprises
Encourage development of cooperative enterprises  in all industries, sectors of the economy, such as agriculture, banking, credit, telecommunications, consumer, energy, fishing, health care, building, insurance, research, tourism, trade, training , labor / manual / industry; in all territories and attract all circles of society to participate, especially youth and women.
1. Development orientation of agriculture, forestry, fisheries
Basically apply model of consuming cooperative enterprise in the agriculture, forestry and fisheries, which attract the majority or all of the farmers on certain geographical areas involving in cooperative enterprises.
1.1. To further strengthen and develop  cooperative enterprises of providing products and services which are the common needs of the community members with economic activities of agriculture, forestry, aquaculture or salt, such as:
 - Land;
- Irrigation and drainage;
- Pest control services;
- Supplies production input for members, including plant, human, fertilizers, pesticides, etc.
- Warehousing services, storage, preservation of agricultural products;
- Buying and selling and processing of agricultural products
- Etc.

1.2. Promote and facilitate the alignment, consolidation, merger small-sized  cooperative enterprises in rural area into larger scale.
1.3. Assist cooperative enterprises transfering to a new model of cooperative enterprises, using the right values ​​and principles of  cooperative enterprises.
1.4. Encourage cooperative enterprises establishing affiliated enterprises, engaged in a business, purchase or redeem shares of all SOEs, private enterprises directly related to production of such members: procurement, processing, export, import, etc., agricultural products and raw materials, agricultural tools and machinery.
e) Establishment of the federation of  agricultural economy speecializing in supplying, including imports, processing and marketing, including export, credit.
1.5. For large scale cooperative enterprises which attract huge residentials of community to become members of cooperative enterprises , the State can support the community through cooperative enterprises , examples of schools, dispensaries, roads, water drainage, etc.
The cooperative enterprises  in the agricultural sector can operate specialized business or multi-function depending on the user's decision, not necessarily large scale immediately, but the trend towards multi-scale and the big number of members , attracting all local communities involved.
2. Development orientation of industry, handicraft sector
Can be applied to model of consuming cooperative enterprises and the model of cooperative enterprises of workers, depending on member demand.:
2.1. To continue to strengthen, improve and expand the activity scope of current  cooperative enterprises and guide cooperative enterprises switch to new models use trully values ​​and principles of cooperation.
2.2. Development of new type of small industry cooperative enterprises providing products and services for members who are  small industry and construction manufacturing bases , including the  individual production households, indutry , craft enterprises operating under the business law, such as:
- Inputs of industrial production, craft;
- Production of details, accessories such as satellite facilities for members;
- Consumption of  industrial products, handicraft;
- Consulting services for industrial development, including information and training;
- Marketing services, exhibitions and fairs;
- The infrastructure of industrial parks;
- Industrial environmen protection service ( waste , pollution treatment...);
- Research and development (R & D);
2.3. Mounting  cooperative enterprises with industrial promotion programs, modernization of rural industry, play as centre of industrial development, small industries in the industrial clusters and creating preconditions for the formation of new indutrial village development in the process of sustainable economic development of the country.

2.4. To organize industrial unions of cooperative enterprises specialize in:
- Supply;
- Marketing products;
- Services to support research and development (R & D);
- Industrial credit;

3. Development orientation of  construction sector
Can be applied to model of consuming cooperative enterprises and the model of cooperative enterprises of workers, depending on member demand.:
3.1. Strengthen existing cooperative enterprises and instructing cooperative enterprises move to a new kind of  cooperative enterprises to apply the values ​​and principles of cooperation.
3.2. Development of new type of construction  cooperative enterprises to meet the common needs of its members as individuals, households and legal entities, including companies operating under the Enterprise Law, such as:
- Production and / or supply of construction materials;
- Consulting, designing and construction surveys;
- Construction;
- Equipment for construction;
- Etc.
3.3. To organize specialized construction economic unions such as:
- Production and supply of building materials;
- Marketing / sale of products of the construction industry;
- Research and development (R & D) on the construction sector;
- Credit for construction;

4. Development orientation of commercial areas
Can be applied to model of consuming cooperative enterprises and the model of cooperative enterprises of workers, depending on member demand.:
4.1. Strengthen and develop commercial cooperative enterprise (in towns and cities), sales cooperative enterprise (in rural areas) in order to better serve the diverse needs of the population in the direction of new model of  cooperative enterprise, properly apply the values ​​and principles of cooperation.
4.2. Development of new type of cooperative enterprises to meet the general needs of members, such as:
- Products and services for production and livelihood of the members, towards common development  supermarkets cooperative enterprise, especially in urban areas;
- Market infrastructure, warehouses, shops for members;
4.3. Expand commercial cooperative enterprises model of trading individual households, such as  wholesale organization having cooperative nature.
4.4. Development of specialized trade unions to serve commercial cooperative enterprises.
Commercial cooperative enterprises in rural areas can be integrated or separately with agricultural cooperative enterprises , depending on the wishes of members.
5. Development orientation of  transportation sector
Can be applied to consuming  cooperative enterprises model and the cooperative enterprises model of worker , depending on member demand.
5.1. To strengthen and improve the operational efficiency of the cooperative enterprises of transport services, making the necessary services to its members, to move to a new model of cooperative enterprises applying the values ​​and principles of cooperation.
5.2. Development of new types of transport cooperative enterprises meet general needs of member  community such as:
- Services for transport (supplies and materials for transport operations, administrative services, coordination, etc.);
- Vehicles repair and maintenance service;
- Service of dumps and yards;
- Transportation services provided to members;

6. Development orientation of financial , banks sector
Basically applying consuming cooperative enterprises on the field of finance and banking.
6.1. Expand the scope and operation areas the people's credit funds certainly,  strong, safe, attracting more participants in the fund, including members of other  cooperative enterprises who have credit demand.
6.2. Continue establishment of  new people's credit funds in areas where have needs and full of conditions, including rural and urban areas.

6.3. Construction and development of credit union associating credit needs of the cooperative enterprises , cooperative enterprises members, internal credit of cooperative enterprises and people's credit funds in the form of cooperative banks.
6.4. Development of cooperative enterprises,  cooperative enterprises insurance union  to provide insurance services to members of  cooperative enterprises in difference fields.
The credit union may be common to all types of cooperative enterprises , or specialized by sector, industry, agriculture-forestry-fisheries, industry, handicrafts, construction, etc.

7. Development orientation on environment, water supply
Can be applied to model of consuming cooperative enterprises and the model of cooperative enterprises of workers, depending on member demand.:
7.1. Develop cooperative enterprises of sanitation services in the residential areas where members are people living in that areas.
7.2. Development of  cooperative enterprises of environmental protection services for production facilities (households, individuals and businesses) in the same area in which these establishments are members of cooperative enterprises.
7.3. Development of fresh water cooperative enterprises in residential areas, especially in rural areas. Depending on specific conditions, this cooperative enterprise in rural areas can be stand alone or integrated with  multifunctional agriculture cooperative enterprises.

8. Development orientation in the field of school
Can be applied to model of consuming cooperative enterprises and the model of cooperative enterprises of workers, depending on member demand.:
8.1. Develop school cooperative enterprises at all levels in two forms:
8.2. Development of services cooperative in schools providing general services to the members of cooperative -are students, teachers of the school:
- Catering and food;
- Dormitories and housing;
- Computer services, photocopying, Internet ,...;
- Services in cultural activities;
- Travel services, training, entertainment;

9. The development orientation of pharmaceutical sector
Can be applied to model of consuming cooperative enterprises and the model of cooperative enterprises of workers, depending on member demand.:
9.1. Development of pharmaceutical cooperative enterprises to meet the common needs of pharmaceutical products, raw materials to provide for members which are pharmaceutical processing facilities , medical facilities, or cooperative enterprises of  pharmaceutical production and supply which members are workers in cooperative enterprises.
9.2. Develop cooperative enterprises to research and development, training of pharmacy.
10. The development orientation of health sector
Can be applied to model of consuming cooperative enterprises and the model of cooperative enterprises of workers, depending on member demand.
:
10.1. Develop cooperative enterprises supply general products and services for health care facilities, such as:
- Food for staff and patients;
- Laundry service, cleaning;
- Professional human resource;
- Etc.

10.2. Development of hospitals, medical cooperative enterprises supplying medical services and treatment, health counseling, health care services for members, especially in rural areas.
11. Development orientation of power sector
Basically applying consuming cooperative enterprises model in the field of power.
11.1. Develop cooperative enterprises to supply common products and services for members who are the production facilities, electricity distribution and transmission.
11.2. Development of cooperative enterprises providing electricity services for production and living for members, especially in rural and mountainous areas.

12. Development orientation of other sectors
Can be applied model of consuming cooperative enterprises and model of cooperative enterprises of workers, depending on member demand.
12.1. Develop cooperative enterprises of  life services such as funeral services, especially in rural areas.
12.2. Development of cooperative enterprises of  office services (sanitation, transportation services ,...) and information technology for the member agencies (including state agencies), organizations, businesses, etc.
12.3. Development of food cooperative enterprises providing food for the members as individuals, families, schools, hospitals, state agencies, other organizations; developing canteen cooperative enterprises at the offices, companies, organizations, under which members are workers in these organizations, just as the owner and a buyer of cooperative enterprises; or  the owner are also employees of cooperative enterprises.
V. DEVELOPMENT ORIENTATION OF ECONOMIC FEDERATION
Besides mergering, consolidatinh cooperative enterprises to become  large-scale cooperative enterprises to create links power and improve the performance of cooperative enterprises, should encourage the establishment of the federation of economic.
Pay special attention to establish federation of cooperative enterprises relating to million of members which are farmers and their family living and working in all territories.
Economic union can be held at district, province and national levels.
1. Economic federation of agricultural cooperative enterprises
Federation of economic agricultural services cooperative enterprises can be organized according to the following basic model:
- Federation of economic provide input for agriculture cooperative enterprises, and from which, collective provides for membership cooperative enterprises.
- Federation of economic specializing in marketing, processing and marketing  products for the agricultural cooperative enterprises members;
- Federation economic combining supply, processing and consumption for cooperative enterprises members;
- Credit union of agriculture cooperative enterprises;
Through the cooperative enterprises  and economic union will be mounted organically and sustainable between agricultural and industrial-commercial-research & development; improve effective of economy and income for farmers; closely linked, directly and abdominal between farmers and workers.
1.1. Union of supply
Millions of single members and farmers are linked in a organization of cooperative enterprises of agriculture and agricultural economic unions of providing input. Cooperative enterprises and economic union on behalf of members to negotiate and sign contracts with suppliers, thus providing cheaper price, quality materials and providing better time.
-Uion of supply economic is responsible for supplying products and services inputs for agricultural production of the members, was organized under a unified system from local cooperative enterprises to the national level.
Members of cooperative enterprises order demand on products and services to cooperative enterprises; cooperative enterprises report and orders through federations of territory level (district and / or provinces to ,...) to national  federation; the national federation aggregate demand, negotiate and contract directly with domestic and foreign suppliers; suppliers provides products and services under committed contract to the members of cooperative enterprises and cooperative enterprises.
The payment for supplying products made in internal union, from members to national union and through cooperative enterprises banks.
The union organization provide for members and  agriculture cooperative enterprises help small scale cooperative enterprises associating with each other, directly dealing with the major suppliers of fertilizers, pesticides, seed and machinery and facilities for agricultural production,
Through the union, it will mount organically agriculture with industry - providers for agricultural production.
1.2. Federation of consumption
Millions of individual members of farmers can be linked together in the consumption of their products on a scale  nationwide systems  through cooperative enterprises and economic union, so there will be greater competition in approaching the market, while avoiding unnecessary competition between them through cooperation.

1.3. Credit union
The agriculture cooperative enterprises and its members can be linked together to support each other on credit, including internal credit through the credit union organizations. 1. To perfect the legal framework
Amending and supplementing the Law on Cooperatives 2003 or promulgate a new  law on cooperative enterprises, especially the provisions on the nature and legal form of cooperative enterprises, the economic integration organization of comprehensive cooperative enterprises in two basic as following:
1.1. To perfect the legal framework and institutions for the economic individual, household, private sector development and create a solid foundation for cooperative development.
1.2. To perfect the legal framework and institutions for the establishment and operation of cooperative enterprises according to values ​​and principles of cooperation, ensuring self-rising development of cooperative enterprises, implementation of law on cooperative enterprises; strengthen guidance , consulting, inspection, testing implementation of legal provision on  cooperative enterprises.
1.3. To promote dissemination of legal regulation on cooperative enterprise to raise awareness, sense of responsibility of the committees, governments at all levels, sectors and people with cooperative enterprise.
2. Review and modify mechanisms and policies to support cooperative enterprises
2.1 Principles of support
Both tend to be avoided: heavy on state budget subsidies for cooperative enterprises and uncontroll cooperative enterprises .
Policy support cooperative enterprises implementing the following general principles:
2.1.1. Cooperative enterprises is the economic organization of members. - Income put into undivided property, including the operation asset of cooperative enterprises, reserves and production development fund, welfare and training fund which are not subject to be levied income tax. The income have high nature of social community, not distributed to individual consumers, tax-exempt.
2.1.4. 2.2 Support measures and policies

- The activities and transactions between  cooperative enterprises and members are not subject to VAT and corporate income tax.

2.3. Difference between revenue-expenditure on the basis of transaction of cooperative enterprises and its members is not subject for enterprises income tax.
Difference between revenue-expenditure, also known as financial surplus of cooperative enterprises is used to:
- Payment of a rebate for capital contributions of members in a certain proportion, or can not  regulate for capital income for capital contribution according to decisions of the General Assembly of cooperative enterprises.

- Payment to members on the extent of use of products and services regulated by of the General Assembly of  cooperative enterprises.
- The remainder is used for reserves, production and development of funds and welfare fund.
Reserve , development of production funds can be organized under the following schemes:
- Option 1: Leave in cooperative enterprises  entire fund.
- Option 2: To deduct a certain percentage % to pay to common reserve and development fund which are organized by region and by sector, industry , for which mutual assistance between the the cooperative enterprises and safety for the cooperative enterprises when meet difficult situation, the rest left to cooperative enterprises.
General fund is called development funds of cooperative enterprises, the self-reliance fund, owned by the members of  cooperative enterprises  , operate independently according to law, can be supported through the State loans to preferential interest rates and long term 5-10 years and on the basis of relevant recommendations of the community cooperative enterprises   fund members.
2.4. The transactions of cooperative enterprises with the  market outside community of members (if any) subject to all provisions of tax laws as other businesses, but earnings are put into the reserve , develop funds and the welfare fund of the cooperative.
b) For cooperative enterprises  of employees:
2.4.1. Cooperative enterprises of the workers subject to the provisions of law as the legal form of other companies.
2.4.2. Income cooperative enterprises taxed only for the remainder after the deduction pay for reserves, production development and welfare funds.
 - For the economic union:
 The economic union is a self-reliance organization of economic , self-financing on the basis of commissions paid service from cooperative enterprises for the purchase and sale of  cooperative enterprises through unions and subject to the provisions of State law as for cooperative enterprises.
2.5 Combining the role of cooperative enterprises with the assistance of the State
The State support on a number of areas such as education, health, culture, etc., to ensure sustainable development and social justice can be done through organization of  cooperative under principle the following:
2.5.1. Field of the priority support of the State;
2.5.2. Support of the State impact on a community of certain territories, where cooperative enterprises operates;
2.5.3. All or most members of the community in the area are members of  cooperative enterprises ;
2.5.4. Support of the State be done through cooperative enterprises under the principle: the State and members of cooperative enterprises share responsibility; member community through their cooperative enterprises are the real owners of the building, the project which have  support of the State;
2.5.5. Works, projects supported by the State after completion will be allocated for community members to host and considered common undivided property in cooperative enterprises; cooperative enterprises are responsible for maintenance and promoting effective of projects and works supported by the State;
2.5.6. Priority support of the State is determined specifically for each period includes the following fields: education, health care / health, roads, transportation, electricity, basic infrastructure serve production such as system of canals, etc. have the overall impact on the local community;
The projects are supported by the state budget after the completion  owned by a community of members of cooperatives, maintained by the cooperative and promote effectively public service , ensuring the benefits of such support by the State to direct people of the community.
Cooperative enterprises is an suited institution  to combine well the contributions of the people (through its members) and the support of the State, contributing an important part in raising funds to support the effectiveness of the State, reduction in investment losses and limit the negative may arise .. The contribution of people have also shown reponsibility of the people in enjoying benefits supported by the State.
These works, projects are undivided property, being monitored the community of members and manageed in a democratic manner.
Method of combining contributions of the people and support of the State through cooperatives are appropriate to encourage the development of rural areas, mountainous areas, ethnic minorities, where the people often live in close association community of hamlet, village.

2.5.7. State give wholly financial assistance, or part of the headquarters building, the structure and personnel of consuming cooperative enterprises, especially agriculture cooperative enterprises, attracting all or the majority of farmers in the area to participating in cooperative enterprises, and offices as well as the structure and personnel of the economic union of agricultural cooperatives.
2.5.8. Unite to implement other development aid of the State, such as training and human resource-training, agricultural, industrial promotion, trade promotion, technology transfer, science and technology, etc., through cooperative enterprises which operating under comsuming cooperative enterprises.
3. Mobilize domestic and international social forces, the mass organizations to participate in promoting development of cooperative enterprises, especially in developing founders cooperative enterprises
Encourage political, social associations and professional associations have a large number of members, participants in promoting the establishment cooperative enterprises , on one hand bring practical benefits to members, on the other hand, impact on raising the prestige of unions, associations, societies; and its members are developed, especially on the economic benefits, will have a more positive contribution to their organizations to participate, thereby contribute to the development of civil self-government of the people, contributing to political stability, security, social order and safety.
4. Development of international cooperation on development of cooperative enterprises
Encourage the development of international cooperation in developing cooperative enterprises, especially in the acceptance of good experience of other countries and territories with strong cooperative enterprises movement; acceptance of development assistance.
Gradually expanding and promoting the role of cooperative enterprises in developing relations with international organizations, first cooperative enterprises international union, International Labor Organization and Southeast Asia.
5. To consolidate the system of state management on cooperative enterprises
Expeditiously consolidate the organizational structure of the State management on cooperative enterprises, cooperatives in all levels of government by clarifying the functions and tasks, allocate capable, fine, neat staff.

IMPLEMENTATION OF STRATEGIC ORIENTATION FOR COOPERATIVE ECONOMIC DEVELOPMENT
I. A SCHEDULE OF IMPLEMENTATION OF STRATEGIC ORIENTATION OF COOPERATIVE ECONOMIC DEVELOPMENT 2007-2020

1. A period from 2007 to 2010
- To urgently correct the perception of cooperative enterprises, creating fully aware, correct and consistent in nature, a new kind of model of cooperative enterprises and clarify advantages and private potential benefits of the model of cooperative enterprises to its members, clarify its differences with the model of enterprises operating under the Enterprise Law, the model of civil society and humanitarian.
- To build and perfect the state management on cooperative economic: the ministerial-level departments, the department- level room, district-level cadres and commune-level officials.
- Strictly reporting on economic cooperation of subordinates to superiors, local to central government.
- To organize training courses for the State managers on cooperative economic, combining training cadres for mass, societies and associations.
- Review cooperative enterprises which have registered and are operating, then advocacy and help the cooperative enterprises operating under old model to reorganize under the specific nature of cooperative enterprises; identify and review advaned exemplary models, learn lessons and disseminate, widespread reservations and replicate  new typical type of cooperative enterprises localities and nationwide; build a new kind of cooperative enterprises; develop various types of cooperative enterprises in localities with difference of natural conditions, socio-economic and culture.

On that basis, amend, supplement  framework of laws promulgated new Law on Cooperatives (known as the Law on Cooperative Enterprises), policies on cooperative economic, focusing on solving problems on the nature, values, principles of organization and operation of cooperative enterprises to ensure the autonomy of cooperative enterprises and clarify the nature of cooperative enterprises comparing with the type of other economic organization; about sharing, distribution,  use of  services of cooperative enterprises; on the issue of common undivided property of cooperative enterprises;  relationship of cooperative enterprises with other factors such as relations between members of a member, with other cooperative enterprises, with affiliated enterprises of cooperative enterprises, with market; model of economic integration on the basis of the cooperative enterprises; on policies to support and encourage development of cooperative enterprisesconsistent with the nature of  cooperative enterprises in the context of Vietnam's integration into world economy; clarify the differences between the legal framework of cooperation and unity legal framework of the two types of organizations.
- To renew and strengthen representing organization of cooperatives - the alliance of cooperative of Vietnam and cooperatives at local level towards the union is actually representative of the cooperative, the association of cooperative enterprises , protect the legitimate interests of cooperative enterprises members; intensify research and recommendations to the State agencies on the management mechanism and policy measures to encourage cooperative economic development and participate in monitoring implementation of mechanisms, policies of  cooperative economic.
2. Period from year of  2011 to 2015
- Complete basically framework of laws and policies on cooperative enterprises in line with international standards and specific conditions of our country.

- To develop widely service cooperative enterprises models and pilot model of cooperative enterprises of workers according to the nature specific of cooperative enterprises  and doing business effectively. On the other hand, encourage the merger or consolidation of cooperative enterprises to establish a large scale cooperative enterprises to set up the real strong cooperative enterprises which have economic potential and competitiveness.
- Develop model of cooperative enterprises economic integration vertically to meet the common needs of its members a more effective way than the way each cooperative enterprises member meet separate needs and organizational activities according to the values ​​and principles of cooperation.
- To encourage cooperative enterprises in areas of  school services, health services, environmental services, life services, consumer services ...
- Encouraging strong development of cooperative enterprises of companies which operates under Enterprise Law in supply of  common products and services to the member enterprises.
3. Period from year of  2016 to 2020
Basically, forming the system of  Vietnam cooperative enterprises are highly competitive in terms of Vietnam's integration into the world economy, have an important role both in economic, social -political life and cultural life of the country, operates in accordance with the specific nature of cooperative enterprises;  cooperative enterprises and spirit of cooperation become the country's culture, democracy and democratic management will have a life in the residential community and cooperative enterprises communities in their territories. Specifically as follows:
- Establish a network of cooperative enterprises to work on all areas of socio-economic; beside of cooperative enterprises have members as individuals and develop cooperative enterprises registered as legal entities, especially the enterprise;
- Formation of cooperative enterprises affiliates vertically by specialized; setting up networking links between cooperative enterprises with other economic organizations;
- Forming cooperative enterprises , unions of cooperative enterprises or strong economic integration organizations of cooperative enterprises, having highly competitive nature " cooperative enterprises group", attracting enterprises to participate as a member of the group .
- To attract the majority of farmers and small production facilities to involve in cooperative enterprises;
- Operation of a strong cooperative enterprises reaching out to countries in the region and internationally, first to reach Indochina and Southeast Asia.

II. ORGANIZATION TO IMPLEMENT COOPERATIVE ECONOMIC DEVELOPMENT STRATEGY ORIENTATION FOR  2007-2020 PERIOD
1. Viewpoints

Organization to implement strategic orientation of cooperative economic development thoroughly understand the following viewpoints:
1.1. Priority focus in reorganizing the perception of nature, cooperative business model.
1.2. Quickly complete the legal framework and policies to effectively promote development of cooperative enterprises.
1.3. Closely coordinate between agencies of the Party, Congress, government agencies, other organizations, the cooperative alliance levels, along with clearly assigning responsibilities and powers between the level of cooperative economic development.

2. The main measures
2.1. Establishment of "the Central Steering Committee for implementation of strategic orientation of cooperative economic development period 2007-2020" (hereinafter referred to as the Central Steering Committee) shall assist the Prime Minister to direct generally implementation strategic orientation of cooperative economic development and direct the provincial steering committee building 5 years and annual plans of  developing local cooperative economic; monitoring and evaluating the implementation the orientations, 5 years and annual cooperative economic development plan.
Members of the Central Steering Committee including the Minister of Planning and Investment is the head; the Deputy Minister of Planning and Investment, Ministry of Agriculture and Rural Development, Trade, Industry, Construction, Finance, Transport, Science and Technology, Natural Resources and Environment, Education and Training, Labour - Invalids and Social Affairs, Justice, president of Vietnam cooperatives alliance, representing leaders of women union of Vietnam, the Vietnamese Farmers Association, Vietnam Veterans and the Communist Youth union of Ho Chi Minh.

The permanent body of  Steering Committee is the Ministry of Planning and Investment.
The Steering Committee members work on a part-time basis.
2.2. Establish working group to implement the strategic direction of cooperative economic development period 2007-2020 (referred to as working group ) to help the "Central Steering Committee on implementing strategic orientations of cooperative economic development in a period of 2007-2020 ", consisting of representatives of leaders of  department indicated by the Steering Committee members from the ministries and relevant agencies; Leader of cooperatives department of Ministry of Planning and Investment is the leader of working group. Working group has tasks as the following:
- Draft and submit the Steering Committee annual and five years work program of the Steering Committee.
- To inspect and supervise the implementation of strategic orientation of cooperative economic development.
- To annually report to the Steering Committee on the implementation of the program and the results of cooperative economic development.
- Sum, consider and recommend measures to resolve issues arising during the implementation of strategic orientation of cooperative economic development to submit the Central Steering Committee, or to actively solve under the authorized of  the steering committee.
2.3. The ministries and government at all levels direct integration of programs and solutions which help cooperative economic development in the next time with the national target programs, projects, target programs of concerned ministries, branches and localities in order to use resources efficiently.
2.4. The ministries and branches implement the tasks and solutions related to the strategic orientation of cooperative economic development as follows:
2.4.1. Ministry of Planning and Investment
- To perform the united center of  state management of cooperative economic stipulated in Decree No. 177/2004/ND-CP.
- To coordinate with relevant agencies to guide ministries, branches and localities in formulating and implementing strategic orientation, 5-year plan, the annual plan / program on cooperative economic development to specify and implement the strategic orientation of cooperative economic development.
- Lead the development, review and evaluate the implementation of the strategic orientation, five years and every year plan of cooperative economic development .
- Lead and coordinate with the departments to research and complete the legal framework and complete solutions to support cooperative economic development. Initially, focus on research, revision and supplement the Law on Cooperatives in 2003 or promulgated a new law on cooperative (known as the Law on Cooperative Enterprises).
- To coordinate with related ministries and agencies to develop system of common criteria for the collective and cooperatives economy help to track, monitor and evaluate the implementation of strategic orientation; plan and chair conducting investigations, gathering the necessary information on collective and cooperatives economy.
- To perform the standing and the secretary of the Central Steering Committee;
2.4.2. Ministry of Finance
- Issue or submit for the issuance of documents guiding tax incentives, support cooperative enterprises specified in Decree No. 88/2005/ND-CP on a number of policies to support and encourage development of cooperative enterprises and guide implementation of measures to implement cooperative economic development plans 5-year (2006-2010) under Decision 272/2004/QD-TTg.
- Quickly review, research and complete the legal framework and improve the development of solutions to support cooperative economic under functions. Focus on the following issues:
+ Finance policy guidelines for cooperative enterprises and guide the financial management regulations for non-agricultural cooperative enterprises; guide expenses reimbursement mode and procedures for cooperative enterprises  when have to lease land; guiding regulations agricultural cooperative enterprises enjoying preferential enterprise income tax exemption for income generated from service activities of directly serving life of member; guiding solutions to implement the plan of cooperative economic development of five years (2006-2010), issued together with Decision No. 272/2005/QD-TTg; shall review the results of the implementation of Decision No. 146/2001 / QD-TTg, Decision No. 1197/QD-TTg.

+ Study, modify and supplement regulations on taxation toward avoiding duplication tax for members of cooperative enterprises and cooperative enterprises; tax exemption for income putting into the undivided assets of the cooperative enterprises; simplifies the method and basis of tax calculation, create opportunities for  cooperative enterprises accessible and enjoy the privileges of the State; complete accounting system for cooperative enterprises towards simplifying the accounting system; amend and supplement the provisions of  financial statements under the direction of simplifying the form of financial statements in order to reduce the target to report to fit more with the cooperative enterprises and encourage the organization to carry out economic reports as prescribed; simple of the requirements for submission and storage of invoices, etc.
- Lead and coordinate with the Ministry of Planning and Investment to sum, build plan of expense belonging to budget to ensure the implementation of measures to fulfill strategic orientation of cooperative economic development between 2006 -2020.
- Join the Central Steering Committee and Working Groups.
2.4.3. Ministry of Natural Resources and Environment
- To coordinate with ministries, branches and the People's Committees at all levels to build a system of land registration office in the country to speed up the certificate of land use rights and to encourage registration land transactions;
- Guiding the implementation of policies to support cooperative economic development under their management, in short time, focus on guiding the procedures of land allocation, land lease toward more simple and shorter execution time of procedures for land allocation, land lease.
- Join the Central Steering Committee and Working Groups.
2.4.4. Ministry of Science and Technology
Guiding the implementation of policies to support cooperative economic development under their management, focusing on the following:
Submit the Prime Minister a scheme of encouraging institutions of science and technology associating with cooperative enterprises to transfer of scientific achievements, new technologies for cooperative enterprises;
- Guiding cooperative enterprises having the projects of renewal application, raising the technological level will be loan medium and long term capital from the national fund for development of science and technology, science and technology development fund of the Ministry, branches and localities;
- Guiding cooperative enterprises training for members to acquire new technologies under the program of building application model and transfer of science and technology for developing socio-economic rural and mountainous areas are provided 100% funding.
- Join the Central Steering Committee and Working Groups.
2.4.5. Ministry of Labour, Invalids and Social Affairs
Guiding the implementation of policies to support cooperative economic development under their management, focusing on the following:
- Develop plan to guide the implementation of policies of vocational training, professional and technical workers for sector of  cooperative economic;
- Study and submit the Government to issue a decree on unemployment insurance policy in the direction specify: jobless when the company belonging to cooperative enterprises goes bankrupt continue to participate in voluntary social insurance and unemployment insurance; form of unemployment insurance fund, the employer and employees contribute, together and having support part of the State.

- Study, submit the government to issue the decree to guide implementation of the Social Insurance Law towards managers and members of cooperative enterprises also participating in  and benefit from the regime of social insurance; constructing financing mechanism to support the hard cooperative enterprises having full funding of social insurance, to ensure the interests of social insurance for workers and members of region of cooperative economic ;  allow staff access to participate in social insurance prior 1997 for officials participating in working for cooperative enterprises before 1997.
- Join the Central Steering Committee and Working Groups.
2.4.6. Ministry of Home Affairs
- Guide the organization and functions of state management on cooperative economic of the ministries, branches and People's Committees of centrally-run provinces and cities for all of levels to early consolidate the management state agency of their bodies on the basis of Article 10 of Decree 86/2002/ND-CP stipulating functions, tasks, powers and organizational structure of ministries, ministerial-level agencies, including the regulations on State management of  institutions of cooperative economic.
2.4.7. Ministry of Education and Training
- Lead and coordinate with concerned ministries and branches , establish training programs to meet human resources needs of cooperative economic development by offering cooperative economic lession to formally teach at some huge universities and sent staff to train on cooperative economic in a number of countries which have strongly developed cooperative enterprises and better training facilities in three forms: new training, advanced training and retraining.
- Join the Central Steering Committee and Working Groups.
2.4.8. Ministries of Agriculture and Rural Development, Trade, Industry, Construction, Transport and Transportation, Education and Training, State Bank of Vietnam, Natural Resources and Environment, Health Care:
- Base on the content of strategic orientation of cooperative economic development and building strategic orientation, 5-year plan and annual cooperative economic development of ministries and branches.
- Annually held preliminary evaluation results of five-year plan for cooperative economic development of the ministries, branches, propose to adjustments plans if necessary.
- Every 5 years, held preliminary evaluation results of the strategic direction of cooperative conomic development of ministries, branches, propose to adjust strategic orientation if necessary.
- Lead and coordinate with related ministries and agencies to develop, modify, supplement, issue or promulgate the related documents  to the cooperative economic development under their function.
- To enhance communication and dissemination of knowledge and awareness of governments at all levels, local communities for cooperative economic under their management.
- To strictly and timely report about cooperative economic.
- Identify and summarize the advanced models, learned lessons  and  propagate and spread widely advanced models.
- Construct new kinds of model of cooperative enteprises, conduct review and replicate new kind of model of enterprises; handle true nature, models of cooperative enterprises to build pilot model of cooperative enterprises at local level, economic union of cooperative enterprises in accordance with specific conditions of their sectors in order to develop diverse forms of cooperative enterprises in localities with difference natural conditions, socio-economic social and culture; disseminate and replicate the new model of cooperative enterprises nationwide.

- To build and perfect the state management of cooperative economic in their ministries or branches.
- Implement the propagation of development of  cooperative enterprises under their responsibility.
- To carry out monitoring, testing and inspection on the implementation of laws on the field of cooperative enterprises under their responsibility.
- Participate in the steering committee and working group to implement the strategic orientation of cooperative economic development.
2.5. Provincial People's Committee shall:
- Develop 5 year and annual plan on cooperative economic development for the city / province; handle resolutely old-model cooperative enterprises which have converted but does not work, or have converted but not yet registered business; coordinating with other ministries to implement the tasks of cooperative economic development in localities;
- To coordinate with ministries and branches to build a pilot model of cooperative enterprises, consistent with the natural conditions, economy, society and culture of locality; dissemination and replication of successful models of cooperative enterprises in their localities.
- To build and perfect the state management of cooperative economic in their respective localities, allocate the annual budget to ensure the implementation of plans of cooperative economic development in the province / city.
- Actively direct the implementation of cooperative economic development policy which has been issued. Alignment of national target programs and socio-economic programs in the area with policy of supporting cooperative economic development.
- Organize to study and sum implementation situation of the policy on supporting cooperative economic development; actively propose specific recommendations to the competent authorities to continue to improve policies of cooperative economic development.

- Strengthen propaganda on the legislation and policies on cooperatives and disseminate knowledge and raise awareness for cooperative economic  at all levels, local communities.
- To strictly and timely implement report of cooperative economic.
- Join with other ministries and branches in inspecting and supervising the implementation of strategic orientation of cooperative economic development to ensure uniformity, consistency between cooperative economic development plans of localities with strategic orientation of cooperative economic development of ministries and branches in the area and common strategic orientation of cooperative economic development of the whole country.

2.6. Establish "Steering Committee coordinating implementation of strategic orientation of cooperative economic development at Provincial / City level" shall assist the provincial People's Committee to direct the implementation process of provincial strategic orientation of cooperative economic developement, supervising and evaluating the implementation of orientation, plan of  cooperative economic development at provincial level annually and five years.
Members of  steering committee of provincial strategic orientation of cooperative economic development including: Vice chairman of provincial/cities People's Committees as its Chairman, the leading representatives of the concerned Department and cooperatives alliance in the centrally run - province / city.
The Permanent body is the Department of Planning and Investment.
The task of provincial steering committee of strategic orientation of cooperative economic development as follows:
- Approving the annual and five year plan of  province / city cooperative economic development in accordance with the given solution in strategy orientation and under the guidance of the Central to submit  provincial People's Committee for consideration and decision.
- Consider to solve the problems that arise during the implementation of strategic orientation of cooperative economic development at provincial level or consult the provincial Steering Committee of the strategic orientations of cooperative economic development for settlement solution under their authority or submit to the Central Steering Committee.
- Coordinate work between departments of provinces / cities in the implementation of measures to fulfill the strategic orientation of cooperative economic development at the centrally –run provinces and cities.
- Annually report on implementation of strategic orientation of cooperative economic development of the province, the proposal to the Ministry of Planning and Investment for sum to submitting the Steering Committee.
2.7. The union of Cooperatives of Vietnam:
- Enhance the function of representing and protecting the interests of the cooperative enterprises.
- Strengthen propaganda and education on the values ​​and principles of cooperation, legislation on cooperation economic .
- To study and propose to the bodies of state management solutions for policy mechanisms to encourage and promote cooperative economic development.
- To supervise the implementation of strategic orientation of cooperative economic development.
- Join the Central Steering Committee and Working Groups.
2.8. The cooperative alliance of provinces and cities have the following duties:
- Inform the members of the union on the objectives, strategies and solutions of strategic orientation of cooperative economic development to be carried out.
- Proposals to improve the legislation and specific administrative procedures under the responsibility of provincial / municipal promote the new establishment of cooperative enterprises and development of cooperative economy in the province / city.
- Actively participate in implementation of programs of supporting cooperative economic development, advisory and training services for cooperative enterprises, industry link initiatives to maximize benefits and job creation in rural areas, the areas and disadvantaged groups in the province.
- To supervise the implementation of provincial /city strategic orientation of cooperative economic development.
- Promote business practices, business ethics and law-abiding behavior and the administrative procedures to the members according to the objectives of the strategic orientation of cooperative economic development.
- Actively seek resources for capacity building of alliances for human resources, finance, alliance management and services for cooperative enterprises.
2.9. The mass organizations: the Central Committee of Vietnam Fatherland Front, the Communist Youth union of Ho Chi Minh, Vietnam Women's union, Veterans, Vietnam Farmers Association and other professional associations put content of encouraging the development of cooperative economic into the work program of their organization and conduct advocacy on cooperative economic and encouraging members, especially the founder members to participate in the establishment of cooperative enterprises to involve in development assistance for cooperative enterprises.
3. Strengthening the Party's leadership for cooperative economic development
Strengthening the Party's leadership for cooperative economic development in the following principal contents:
3.1. Highest leader of the committees direct the implementation of strategic orientation; the top leader of the local authorities directly head cooperative economic development committee.

3.2. Insert the contents of cooperative economic development on the resolution of the committees, periodically review and assess of performance.
3.3. Get the implementation results of the strategic orientation for cooperative economic development as one of the most important criteria for evaluating the results of operations of the committees, authorities, agencies, units and individuals; make the reward and sanction strict in implementing the tasks of cooperative economic development.
3.4. To intensify supervision and inspection  of the subordinate committees level to government for the implementation of strategic orientation and the resolutions of the Party.
3.5. Direct timely and effectively constraints, concerns problems, not to arising difficult and problems in the long term; direct regularly cumulative work of the Party's resolutions.
