Project on developing sustainable and effective wood processing industry in a period of 2021 - 2030
I. Viewpoints
1. To develop a sustainable and efficient wood processing industry, following the value chain from afforestation, forest exploitation, processing and product consumption; ensure legal wood materials in processing and trade in wood and wood products.
2. To develop a high-tech, environmentally friendly woodworking industry, to produce products of deep processing and high added value.
3. The State has mechanisms and policies to encourage all economic sectors to participate; mobilize all social resources to develop the wood processing industry.
II. Target
1. Common goal
By 2030, the wood processing industry will become an important economic sector; building and developing a reputable Vietnamese wood product brand in the domestic and international markets; strives for Vietnam to be in the group of leading countries in the world in terms of production, processing and export of wood and wood products.
2. Specific goals
a) The export value of wood and forest products will reach 20 billion USD by 2025, of which the export turnover of wood and wood products will reach over 18.5 billion USD; 25 billion USD in 2030, of which the export turnover of wood and wood products will reach over 20.4 billion USD.
b) The value of wood and wood products for domestic consumption will reach 5 billion USD by 2025, over 6 billion USD by 2030.
c) More than 80% of wood processing and preservation establishments reach advanced production technology levels and capabilities.
d) 100% of wood and wood products for export and domestic consumption are used from legal sources of wood, timber with a certificate of sustainable forest management.
III. Mission
1. Infrastructure development, production scale expansion
a) Forming 5 forestry zones with high technology application, attracting investment from wood processing enterprises and enterprises producing auxiliary materials.
b) Develop and expand wood processing industrial zones and clusters in localities with development potentials and advantages. To attract investment selectively, giving priority to projects producing products with high added value, advanced technology, saving energy, raw materials, fuel, materials, and being environmentally friendly.
c) Investment in the development of supporting industries; give priority to the development of auxiliary materials for wood glue, coatings, and environmentally friendly surface decoration; prioritize the development of logistics services.
d) Building 01 national furniture exhibition center of international stature.
d) To encourage the development of centers for research and design of wood products suitable to the needs, culture and tastes of consumers.
2. To develop groups of wood products with competitive advantages, added value, high and stable demand in the market. Prioritizing the development of production and processing of the following main product groups:
a) Group of furniture products: products of tables and chairs, beds and cabinets, kitchen cabinets, dressing tables, bookshelves; flooring types.
b) Group of outdoor furniture products: swing chairs, slides, tables and chairs, benches; umbrella for the sun.
c) Group of products of artificial wood and planks: plywood; plywood, chipboard; MDF board.
d) Group of wood products combined with other materials to increase aesthetics, durability and save wood: rattan, bamboo, bamboo; plastic, metal, fabric, leather.
Group of wooden handicraft products: tables and chairs, beds and cabinets; lacquer products, wooden paintings, all kinds of wooden statues; Souvenir products, decorative arts combined with rattan, bamboo, bamboo and other materials.
e) Group of products of wood pellets and wood chips.
3. Developing the commercial market for wood and wood products
a) Export market
- Continue to maintain and expand export market share, actively promote trade of wood and wood products in main markets including: USA, Japan, Korea, EU, China and expand new markets many potentials and advantages.
- Effectively implement Free Trade Agreements (FTAs) between Vietnam and countries around the world.
- Building and developing the "Vietnamese Wood" brand, encouraging wood processing enterprises to use the "Vietnamese Wood" brand, contributing to improving the competitiveness and reputation of Vietnam's wood products in the domestic and international markets.
- Promote the development of e-commerce, build a database, digitally transform production, business, business administration activities and apply information technology to sell goods online or through trading floors.
- Trade information, build a database of main export markets, including: US, China, EU, Korea, Japan and potential markets according to wood product groups and propagate and advertise Promote the image of Vietnamese wood and wood products.
- Organize and participate in wood trade fairs abroad, export-oriented exhibitions in Vietnam and international conferences in the wood processing industry to expand export markets.
b) Domestic market
- Organize domestic market research; building a database of important wooden furniture items associated with Vietnamese customs, practices and shopping habits; regularly propagate and raise public awareness about Vietnamese wood products and services to consumers.
- Focus on promoting and developing the domestic market on the basis of determining the status and role of the domestic market, the supply and demand trends and the correlation between the domestic market and the export market.
- Organizing fairs and exhibitions of Vietnamese furniture, machinery and equipment for processing wood and forest products for domestic consumers; sales activities through businesses with reputable brands.
4. Remove technical and trade barriers and prevent trade fraud in import and export of wood and wood products
a) Promptly remove difficulties in terms of trade and technical barriers in the import and export of wood and wood products; providing and supporting businesses with legal information, the global wood market; committed to working together to tackle illegal logging and trade.
b) Preventing and combating commercial fraud in import and export of wood and wood products
- Monitor transactions, export and import enterprises of wood and wood products that have spiked in comparison to production capacity and scale in order to collect information, check, investigate and clarify signs of violations.
- Inspecting, determining origin and managing a number of groups of goods with a sudden increase in export and import turnover, at risk of origin fraud or illegal transshipment.
- Collect information on goods subject to anti-dumping tax of other countries and forecast the possibility that Vietnam's exports will be subject to trade remedy measures by other countries, in order to take appropriate professional measures.
IV. Solution
1. Regarding mechanisms and policies
a) Improve mechanisms and policies to support capital and land, research and apply scientific and technological advances to production; policies on linking afforestation and wood processing along the value chain of forestry products, encouraging the development of supporting industries.
b) Building and operating a system to ensure that Vietnam's timber legality is to be implemented under the VPA/FLEGT Agreement and the Law on Forestry; review and finalize regulations on Vietnam's legal timber assurance system in line with international commitments and agreements.
c) Completing legal regulations on crime prevention, smuggling, commercial fraud and counterfeit goods; expand international cooperation relations in the fight against crime, smuggling, commercial fraud and counterfeit goods; propose to negotiate, sign or join international treaties and agreements.
2. About science and technology
a) Application of new material technology, automation technology in wood processing and preservation, production technology using scrap and forestry by-products, technology to create high-quality products.
b) Applying production and business management system with advanced and labor-saving management software; new technology in wood product design and design, creating all kinds of wood products with uniform quality and increasing competitive advantage.
c) Building a database of information on the wood processing industry to assist enterprises in technology selection, investment decisions, innovation and technology transfer, and preferential loans when implementing investment projects, transfer of new technologies into production and incentives on tax and fee exemption and reduction.
d) Innovate technology, synchronize production technology equipment, improve labor productivity, promote specialization, develop and uniformly apply technical standards and regulations and improve product quality.
d) Register for protection of trademarks, product labels and industrial property rights of all kinds of wood products.
e) Support enterprises to associate, cooperate, apply science and technology to meet the needs of technological innovation; supporting training, training in information technology, building and applying certificates of chain of custody (CoC).
g) Encourage enterprises to apply management system according to international standards, comprehensive quality management system and standard system of social responsibility.
3. Human resource development
a) Renovate teaching and training programs at training institutions; attracting workers to participate in training programs suitable to technological innovation and ensuring the interests of the workforce, organizing training and retraining from 100 to 150 thousand industry workers process the wood.
b) Organize association and cooperation in training between enterprises and training institutions to develop human resources for the wood processing industry; developing and replicating the effective cooperation and training model by address among three schools: "School - Entrepreneur - State"; give priority to training high-quality human resources according to the needs of the market and enterprises; opening new training majors for the fields that the labor market needs but enterprises cannot train and transfer themselves.
4. Development of legal timber materials
a) Carry out propaganda work for people and businesses to plant intensively and improve forest productivity and quality; managing and monitoring the quality of forestry plant varieties, ensuring that 95% of the forest area is planted with good varieties with clear origins and records of variety management.
b) Encourage linkages between wood processing enterprises and forest owners, forming large timber material areas; forest area certified for sustainable forest management will reach 0.5 million ha by 2025 and 1.0 million ha by 2030.
c) Effectively implement the scheme on planting 1 billion trees; effectively and sustainably manage and use the existing forest area and nearly 1.0 million hectares of rubber trees, of which the area of rubber trees liquidated from 25 to 30 thousand hectares/year to provide large timber, contribute to the part to bring the logging output of planted forests to over 27 million m3 by 2025 and over 35 million m3 by 2030; The output of timber from scattered trees and rubber trees is from 7-8 million m3/year, striving to meet about 80% of the demand for wood materials for production and processing.
d) Organize the effective implementation of mechanisms and policies to support and prioritize investment in large timber plantations associated with sustainable forest management and forest certification.
V. Capital for implementation
Funding sources for the implementation of the Scheme include: state budget (central and local); other sources of funding, aid, and other lawful mobilization sources from domestic and foreign organizations and individuals as prescribed by law.
- Based on the assigned tasks in the Scheme, relevant ministries and branches shall develop annual operation plans and make estimates of funding needs, submit them to competent authorities for approval and implement according to regulations on the state budget.
- The localities are responsible for allocating local budgets and mobilizing lawful capital sources for the implementation of the Scheme in their localities; The central budget supports disadvantaged localities that have not been able to balance their own budgets in accordance with current law.
VI. Implementation organization
1. Ministry of Agriculture and Rural Development
a) As the agency in charge of organizing the implementation of the Scheme, in accordance with the national forestry planning, regional planning, and provincial planning.
b) To assume the prime responsibility for, and coordinate with the Ministries of Industry and Trade, Finance, Labor, War Invalids and Social Affairs and related ministries and branches in, to study and adjust mechanisms and policies on human resource training and policy, investment policies, taxes, simplifying administrative procedures, developing supporting industries, logistics and implementing the tasks of the Scheme.
c) Assume the prime responsibility for, and coordinate with relevant agencies in, guiding, inspecting and urging localities to speed up the progress of a number of key projects in the construction and establishment of hi-tech application forestry zones, wood processing industrial zones/clusters, forestry tree seed centers; to step up the scale expansion, capacity increase and technological innovation of wood processing factories in association with concentrated raw material areas.
d) Assume the prime responsibility for the development and operation of the Legal Timber Assurance System and relevant legal regulations on certification of legal timber origin; building an information system and database to classify enterprises in the wood processing industry.
Effectively implement the Scheme on sustainable forest management and forest certification; to build, perfect and effectively operate the national forest certification system, promote sustainable forest management and issue forest certification in Vietnam; develop models of cooperation and association to plant large timber forests, obtain certificates of sustainable forest management associated with processing and consuming products.
e) Cooperate with the Ministry of Planning and Investment in effectively and practically implementing mechanisms and policies to encourage enterprises to invest in agriculture and rural areas.
g) Cooperate with the Ministry of Science and Technology in supporting enterprises to upgrade and replace technology for processing and preserving wood and forest products.
2. Ministry of Planning and Investment
a) Guide localities and enterprises to effectively implement mechanisms and policies to encourage enterprises to invest in agriculture and rural areas.
b) To assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development, ministries, branches and localities in, allocating funds from development investment capital to implement projects to support enterprises investing in agriculture, rural areas in accordance with the law on public investment and related laws.
c) Coordinate with the Ministry of Agriculture and Rural Development, ministries, branches and localities in inspecting, supervising and organizing the implementation of the Scheme.
3. Ministry of Finance
a) Assume the prime responsibility for, and coordinate with concerned ministries and branches in, researching and promulgating public procurement policies in the direction of prioritizing the use of wood furniture from planted forest wood products of domestic legal origin and produced in Vietnam.
b) Coordinate with the Ministry of Agriculture and Rural Development, ministries, branches and localities in controlling the import of timber and wood products to ensure legal timber.
c) Summarize, balance, and arrange funding for the implementation of the Scheme in accordance with the provisions of the Law on State Budget.
4. Ministry of Industry and Trade
a) Study and perfect mechanisms and policies to develop domestic and export markets; promote products, raise the brand name of Vietnamese wood in the international market.
b) Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and the Ministry of Finance in, working with relevant agencies to agree on a mechanism for managing imported timber to ensure legal origin.
c) Coordinating with ministries, branches and localities in preventing trade fraud, origin of goods, and evading anti-dumping tax. Strictly handle violating organizations, individuals and businesses.
5. Ministry of Science and Technology
To assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and relevant ministries and branches:
- Invest in research and application of high technology and advanced technology in the stage of selecting, breeding, planting, tending, exploiting forests, and processing wood in order to improve productivity, quality and develop new products. , enhance the Vietnamese wood brand; recognition of industrial designs, useful solutions for technologies in wood processing.
- Reviewing and perfecting the system of national standards and technical regulations in the forestry sector, building a system of barcodes and codes and implementing measures to trace the origin of timber.
6. Ministry of Labor - Invalids and Social Affairs
Coordinating with ministries and branches to propose policies to support training institutions to open training majors in human resource development for fields of need but businesses cannot train and transfer themselves.
7. Provincial People's Committee
a) Organize propaganda for people and businesses to limit exploitation of young forests, conduct business in large timber forests to protect the ecological environment, create a large source of wood materials, and improve the efficiency of plantation forests. .
b) Balancing and allocating local budget capital for activities to support planting production forests, granting forest certificates according to regulations on investment in forest protection and development; mechanisms and policies to encourage enterprises to invest in agriculture and rural areas.
c) Organize the effective implementation of guidelines and policies of the Party and State; implement preferential policies, support and encourage investment to develop quickly and sustainably the wood processing industry.
d) To encourage, support and create land fund and premises for enterprises to invest in factories, wood processing establishments, and concentrated wood processing industrial zones/clusters.
Support wood processing associations in organizing exhibitions, product introduction and trade promotion, creating favorable conditions for businesses to access preferential credit sources in accordance with the provisions of law.
8. Wood and forest product processing enterprises and associations
a) Enhance information for members about the market to improve proactiveness and prevent risks; strengthen communication on legal regulations and accountability systems for legal timber of importing countries; branding and beautiful image of the woodworking industry. Coordinate with the Ministries of Industry and Trade, Agriculture and Rural Development to organize an international fair for the wood processing industry in Vietnam on the basis of VIFA - EXPO, develop criteria and organize the fair associated with honoring and voted for prestigious brands every year.
b) Strengthening linkages among members, protecting legitimate interests of members, acting as a bridge between State agencies and enterprises; strengthen solidarity and fight against false information about wood processing activities and export forest products of Vietnam.
c) Cooperate with relevant ministries, branches and localities in studying, investing in, building and expanding wood processing industrial zones and clusters; invest in hi-tech application forestry zones; building and operating the National Wood Industry Exhibition Center; building and developing the brand "Vietnamese Wood" effectively.
