I. Objectives, requirements
1. Objectives
1.1. General objective
Strictly implementing the viewpoints, tasks and solutions in the Project on Renovating business methods of consuming agricultural products for the period 2021 - 2025, with a vision to 2030, approved by the Prime Minister in Decision No. 194/QD-TTg dated 09/02/2021.
Develop diversified business methods of consuming agricultural products; In which, priority is given to development of agricultural product consumption in a sustainable chain with e-commerce application and traceability, suitable to the natural conditions, level and characteristics of agricultural production of the province in order to improve the value of agricultural products, meet requirements of domestic and export markets.
1.2. Detail objectives
1.2.1. Objectives to 2025
- At least 20% of enterprises, cooperatives, agricultural production and trading establishments in the area producing and consuming agricultural products through production and consumption association contracts.
- At least 50% of enterprises, cooperatives, agricultural production and trading establishments in the locality know and use the sales channel of goods through e-commerce.
- At least 50% of enterprises, cooperatives, agricultural production and business establishments in the locality receive training in knowledge of management and application of traceability; in which at least 30% of products and goods use codes and barcodes, and have a system of traceability of agricultural products.
- 100% of agricultural products in the list of key products of the province and products under the OCOP program have codes, barcodes, and stamps for product traceability and are connected to national product origin portal.
1.2.2. Orientation to 2030
- Continue to develop the goals of innovating the business method of consuming agricultural products. Striving to 2030, at least 50% of enterprises, cooperatives, production and business establishments of agricultural products in the area producing and consuming agricultural products through production and consumption association contracts.
- At least 90% of enterprises, cooperatives, production and trading establishments of agricultural products in the locality know and use e-commerce as a means to find markets, promote and consume products.
- At least 80% of enterprises, cooperatives, agricultural production and business establishments in the locality receive training in knowledge of management and application of traceability; 50% of the province's agricultural products, when sold to the market, use traceability solutions, codes and barcodes.
- Forming 1-2 logistics facilities, storing, preserving, preliminarily processing, packaging and classifying agricultural products on a provincial scale.
2. Request
Concretize the tasks of the Project in accordance with the actual situation of the locality, associated with the implementation responsibilities of each department, department, branch, People's Committee of districts, cities, agencies and units; at the same time, ensure feasibility and practical efficiency.
II. Content
1. Propaganda and dissemination of information
- Implement the propaganda and dissemination of the objectives, tasks and solutions of the Scheme and policies on agricultural development, the program on new rural construction to cadres, civil servants, public employees, and local people, workers, enterprises, cooperatives, production and business establishments and people in the province in order to raise awareness, create consensus, and unify in implementation.
- Coordinate with central ministries, branches, industry associations and provinces and cities throughout the country to promptly inform businesses, cooperatives, production and business establishments of agricultural products in the locality, provinces about the needs and quality requirements for each type of agricultural product of the domestic market and importing countries to actively develop production and business plans in accordance with market demand.
- Organizing training and consulting classes for businesses, cooperatives, production and business establishments in the province on sales skills, brand development, connecting supply and demand, protection of property rights intellectual property, product traceability, product labeling and barcodes.
- Building specialized pages, columns and topics on Innovation of business methods of consuming agricultural products on Bac Kan Newspaper, Provincial Radio and Television Station, Website of the Department of Industry and Trade...
2. Developing linkages in production, processing and consumption of agricultural products
- Implement effectively the Resolution on agricultural and forestry development in the direction of concentrated commodity production, expansion of production links along the value chain, associated with new rural construction in the 2021-2025 period, in which focus on product development of the national backbone industry (wood industry, wood processing and medicinal material areas); local product axis (Burmese; fresh fruit and products made from citrus, persimmon, apricot and banana; tea; raising cattle and pigs) and specialty and endemic product axis (Vegetables and fruits; mushrooms; rice and products made from rice...)
- Effectively implement the issued policies and schemes to encourage and support the development of agricultural production, encourage enterprises to invest in agriculture and rural areas in the province, support product linkage produce and consume agricultural products in the province in order to attract potential businesses to join in production, processing and consumption of products.
- To step up the support and encouragement of enterprises, cooperatives, agricultural production and business establishments to sign association contracts in the following forms: Linking from the supply of materials, input services, organization production, harvesting, preliminary processing or processing associated with the consumption of agricultural products; supply of input materials and services associated with the consumption of agricultural products. Focusing on large chain links according to identified categories; develop agricultural and forestry production areas associated with tourism activities.
- Implement effectively the program "One commune, one ward, one product" in Bac Kan province.
- Consolidate and develop the commercial and service cooperative model as an intermediary between farmers and growers and production, processing and distribution enterprises in order to organize adequate and timely supply of inputs, ensure the quality of seeds and materials for production and output consumption for farmers.
- Continue to implement, develop and complete policies to support product branding such as: Support for cost of appraisal, sample analysis to issue certificates of origin, product quality; Support for registration of using barcodes, registration of intellectual property protection; product traceability; Support labeling, product packaging...
3. Application of science and technology in production and consumption of agricultural products
- Propagate, guide and encourage organizations and individuals to produce and trade in products and goods registered for protection of intellectual property rights, traceability, and barcodes; comply with the correct labeling of goods before circulation and consumption on the market.
- Continue to manage, support and develop agricultural products that have been granted protection titles.
- Deploy scientific and technological tasks to apply scientific and technical advances in production and preservation of agricultural products in order to improve quality, ensure food hygiene and safety, and meet market requirements in the future. country and export; supporting businesses to apply technology to process agricultural products in order to diversify products, contributing to solving output for agricultural products in the main season.
- Replicating effective models in production, in which, giving priority to building agricultural and agricultural models with high technology application in production, production in the direction of safety, according to advanced and modern standards, organic agricultural production.
- Promote research and transfer of science and technology applications; deploy solutions to take full advantage of opportunities of the industrial revolution 4.0.
4. Commercial infrastructure development
- Proposing a plan to develop commercial infrastructure in Bac Kan province in the 2021-2030 period, with a vision to 2050 to integrate it into the province's socio-economic development planning to create a legal basis for revenue attracting social resources into the synchronous development of commercial infrastructure.
- Attracting social resources to invest in building and upgrading the system of markets, trade centers, supermarkets and a system of wholesale, retail, convenience stores and general department stores in the direction of modernity in Vietnam, centers of districts, cities, and densely populated areas. Simultaneously, integrating resources from the central budget, programs and projects to build, renovate, and upgrade markets in rural and mountainous areas to serve the needs of commodity exchange, especially in rural areas, agricultural products and agricultural materials to serve the production and consumption needs of the people.
- Invest in the construction and development of a number of markets and other commercial infrastructure in association with the development of tourism and the development of the night economy in suitable areas and locations to create more advertising channels, introducing agricultural products, especially regional specialties and OCOP products of the province.
- Calling and supporting enterprises to invest in large-scale projects to develop logistics services, factories, processing facilities and storage facilities in order to create a premise for building consumption chains.
5. Regarding trade promotion, expanding the market for agricultural products
- Continue to implement the Resolution No. 08/2019/NQ-HDND dated July 17, 2019 of the People's Council of Bac Kan province on the promulgation of regulations on a number of policies to support the development of agricultural production in Bac Kan province; Regulations on building, managing and implementing the Trade Promotion Program of Bac Kan Province, the Trade Promotion Plan of Bac Kan Province for the period of 2021 - 2025 have been promulgated by the Provincial People's Committee as a basis for annual implementation, trade promotion programs for agricultural products, expanding domestic consumption and export markets.
- Support and create conditions for enterprises, cooperatives, production and business establishments of agricultural products of the province to participate in national trade promotion programs, trade promotion programs, and connect supply and demand of agricultural products, regional products, trade connection programs between suppliers and exporters and trade promotion organizations to find partners to expand consumption markets.
- Promote trade promotion activities, promote agricultural products, build brands of agricultural products, especially through e-commerce applications, associate trade promotion with tourism promotion and promotion activities. .
- Organize activities to connect agricultural products of the province to wholesale and retail distribution chains (supermarkets, convenience stores...), collective kitchens (schools, restaurants, industrial parks) Karma...); seminars, forums to connect, consume and promote potential, strong and specific products (OCOP products, organic products, key products).
- Organize the dissemination and propagation of regulations on quality control and food safety of the export market; export market needs. Receiving and posting information on technical barriers to trade; select and translate notices on technical barriers in trade related to agricultural products and export markets to send directly to exporting agencies and enterprises.
6. Promote the application of e-commerce and apply traceability in the business of consuming agricultural products
- Implement effectively the Plan No. 1811/QD-UBND dated October 7, 2020 of the Provincial People's Committee on the development of e-commerce in Bac Kan province in the period of 2021-2025; in which, focus on the following contents:
+ Support to build e-commerce websites for sales, online brand sets for businesses, cooperatives, production and business establishments.
+ Build and support cooperative enterprises, production and business establishments to apply technological solutions (barcode technology, QR code, chipNFC, blockchain technology...) to trace the origin of goods, products, online branding, and electronic product marketing.
+ Building a suite of online business support solutions to help small and micro enterprises and Cooperatives deploy e-commerce applications.
+ Support capacity building for enterprises, cooperatives and export production and business establishments participating in e-commerce trading floors.
- Posting information about enterprises producing and trading agricultural products on the e-commerce floor of Bac Kan province, the Electronic Transaction Portal of Industry and Trade; provide supporting information for agricultural products of enterprises, cooperatives and business households in the province participating in e-commerce platforms organized by the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development. Connecting organization to create conditions for businesses, cooperatives, production, business and consumption establishments of agricultural products in the online environment.
7. Strengthen the management of production processes and quality control of agricultural products
- Promote propaganda, guidance, training and retraining for producers and enterprises to well perform the production and trading process of safe agricultural products and agricultural products to create a source of products meeting national and international standards.
- Strengthen the management of agricultural production processes, encourage commodity production, and focus on applying good agricultural production practices, food safety, towards organic production, ensuring agricultural Products consumed in the value chain meet the standards of domestic and importing countries.
- Strengthen the inspection and control of commodity trading activities, agricultural product purchasing, especially agricultural product trading activities of foreign traders.
III. Implementation cost
1. Funding for the implementation of the Plan shall be allocated from the State budget according to current budget decentralization; resources integrated with other programs, schemes and plans; contributions from organizations and individuals and other lawfully mobilized capital sources as prescribed by law (if any).
2. Annually, based on assigned tasks, agencies, units and localities shall develop plans and cost estimates for implementation, and summarize them in the budget estimates of agencies, units and localities. The local government sends financial authorities at all levels to advise on the arrangement according to the budget capacity or integrate it with the recurrent expenditure of the unit for implementation.
IV. Implementation organization
1. On the basis of the contents and tasks of this Plan (detailed in the attached Appendix), requirements of departments, divisions and branches; People's Committees of districts, cities and relevant units shall, according to their functions and tasks, organize and implement.
2. Assign the Department of Industry and Trade to be the focal point to monitor and urge departments, agencies, sectors, People's Committees of districts, cities and relevant units to organize the implementation of this Plan.
3. In the process of organizing the implementation and implementation of this Plan, if there are any difficulties or problems, agencies and units should report to the Department of Industry and Trade to summarize and report to the Provincial People's Committee for consideration and decision.
