DEVELOPMENT PLAN OF EXTERNAL INFORMATION SYSTEMS IN INTERNATIONAL BORDER GATE AREA TO SERVE FOREIGN INFORMATION TASK TO 2020, DIRECTIONS TO 2030

I. Plan viewpoints
a/ External information system in international border gate is an important part of information system in order to provide official information to propagate, encourage and mobilize people in the international border-gate area; to introduce and promote the country, people, history, culture, material and spirits values of Vietnam for international tourists; To help people understand and implement the Party's lines and policies, the State's policies and laws;
b/ Investment in external information system in international border-gate area must be synchronous with other related infrastructures in order to bring into full play their capacity and efficiently exploit and avoid wastefulness; contents of propaganda must be diversified, suitable to each subject and each locality;
c/ To make full use of and improve efficiency of external information clusters in the existing international border-gate area, raising capability of applying information technology in management and operation;
d) Strengthening leadership of the Party, promoting role of the State management of external information, enhancing coordination between relevant units and local authorities; To promote socialization in construction and development of external information system of international border-gate area.

II. Plan’s objectives
1. General objectives
a/ To formulate a system of external information in international border-gate areas (including roads, railways, waterways and airways) which is professionally and efficiently operating in a synchronous and continuous manner to promote achievements and overcome weaknesses in order to well serve external information activities;
b/ To build and raise quality of contents and tasks for external information system in international border gate area in conformity with the Party's and State's external information demands and demands of the subjects in each area of ​​border gate;
c/ To raise effectiveness of management, direction and coordination of external information work in international border gate area through external information system;
d/ To propose appropriate criteria, mechanisms and solutions to support localities in building and upgrading system of modern and synchronous external information in international border gate area, ensuring prompt, timely and effective implementation of external information tasks.
2. Specific objectives to 2020
a/ All international airports, land and railway international border gates are equipped external information systems, full electronic screens, information counters, electronic search points and websites with contents of diversified information in languages ​which are ​suitable to each geographical area;
b/ At least 30% of international waterway ports have external information systems;
c/ All external information systems at international border gates are provided with operation regulations and contents of operation which are suitable to the subjects and geographical areas.
3. Objectives to 2030
All existing and newly opened international border gates have an effective external information system with diversified contents which are suitable to specific target groups and geographical areas.

III. Plan’s orientation
1. Orientations for development of infrastructure of external information system in international border gates
International border gate information system of international border gate area shall have adequate components with appropriate languages ​​as follows:
- Electronic screen (television);
- Information desk;
- Electronic search point;
- Electronic information;
- Publications in Vietnamese, foreign languages ​​and national languages ​​sharing border with Vietnam.
2. Orientations for development of information contents of external information system in international border gate
Information contents of international border gate information system are used from the information sources of ministries, branches, localities, central and local press agencies, Party committees, State agencies at all levels to serve external information tasks, specifically:
a/ To introduce and advertise the country, people, history, culture, material values ​​and spirit of Vietnam. Disseminating important achievements in process of international integration, maintaining political stability, firmly defending sovereignty and territorial integrity, promoting economic cooperation, attracting investment and foreign tourists;
b/ Informing, propagandizing and disseminating the Party's undertakings and guidelines; policies and laws of the State; political, economic, cultural, social, security and defense tasks, consolidate great national unity bloc; achievements of border demarcation; Vietnam's position on international and regional issues;
c/ Communicating, disseminating and promptly informing notice, direction of the Party Committees and local administrations; provide essential information for visitors and people in the international border gate area;
d/ Information related to relations of friendship, people exchange, localities ... between Vietnam and border countries, contributing to strengthening of friendship and cooperation relations;
e/ Informing and propagandizing events and other regular and extraordinary tasks in their respective localities at request of the Party and State agencies;
e) To refute false information, distort the Party's lines, policies and laws of hostile forces in order to undermine achievements of renewal, independence, uniformity, stability and sovereignty and territorial integrity;
g) Providing information on external activities between Vietnam and countries sharing borders; activities of friendship, cultural exchanges, investment promotion, trade, tourism ... between Vietnam and countries sharing borders.

IV. Solutions on implementing the plan
1. Solutions on mechanisms and policies
a/ To promulgate policies to encourage socialization in mobilizing resources for construction of external information systems in international border gate areas;
b/ To formulate and perfect a system of mechanisms, policies and organizational arrangements for operation of external information system at international border gates along direction of uniformly managing and coordinating closely and avoiding separation of focal points, resources.
2. Solutions on enhancing State management of external information activities in international border-gate area
a/ To build and organize management of external information system of international border-gate area in order to ensure good performance of assigned tasks;
b/ To ensure adequate infrastructure of external information system of international border-gate area according to this plan in line with local situation;
c/ To improve and update knowledge on management and skills of organization of activities and elaboration of contents for external information system of international border gates;
d/ To enhance to supply official and timely information from central level to local levels in service of external information activities in international border gate area;
e/ To guide, inspect and examine implementation of policies, legislation and professional skills for external information system of international border gate area;
e) To inspect, supervise and evaluate efficiency of operation of external information system in international border gate area;
g) To strengthen information, propaganda, training and fostering external information for border officials, people and forces to better understand significance and importance of border issues, the Party and the State’s line and policies, thereby effective implementation of border work in the locality;
h) Strengthening management and capacity building on network security and information security. For sensitive contents in bilateral relations with other countries, relating to territorial sovereignty, borders and islands, as well as Vietnam's reaction to international and regional problems, request agencies and localities to discuss with Ministry of Information and Communication, Ministry of Foreign Affairs.
3. Financial solutions
a/ Regarding funding for construction, management and operation of external information system at international border gates:
- For airports, waterways and railways: To use funding of border gate management units and social mobilization sources;
- For land border gates: To use local funding sources, funding of border gate management units and social sources.
b) Central budget capital shall support construction of international border gate information system in deep-lying, remote and exceptional difficulty hit areas; The central budget shall provide funding for performance of annual propaganda tasks in international border gate information system;
c/ Capital from local budgets shall be allocated by localities for investment in construction, operation and training of personnel for external information system of international border gate area;
d) To incorporate targeted programs, particularly national target program for sustainable poverty reduction in a period of 2016-2020;
e/ To step by step change mechanism of fund allocation to form of ordering on basis of techno-economic norms and criteria of each type of information;
f/ For task of building international border gate information system, using capital to integrate it from national target program on sustainable poverty reduction for implementation at international land border gate and airport border gate. Central budget only supports some section for implementation at a number of international border gates in difficult areas; For other areas, besides local budgets arranging for implementation, there must be solutions to mobilize other lawful capital sources for implementation (especially in areas of international airport border gates international waterway border gates);
g) For a task of building information content and operating external information system in international border gate area, after investment process, it will be managed by the locality (for the system invested by enterprise, it will be managed by the enterprises; the central State management agencies do not manage and operate this system. This task will be ensured by the local or the State budget (depending on investment unit of this system), the central State budget only supports a part of building a common information content which are also common information nationwide.
4. Improve quality of external information system
a/ To intensify language and renew contents and modes of information and communication in line with reality and needs of tourists and people; Put professional activities in order, professional and specialized orientation; well organizing activities in place; Strengthening professional guidance and bringing activities from the Central level to border gate;

b/ Organizing activities of supplying information which are suitable to characteristics of groups of people and tourists in the border areas; Conducting surveys, identifying information which need to be provided and organize activities of supplying appropriate information...
c/ To intensify communication work to raise awareness of all levels and branches about position and role of external information system in international border-gate area; responsibilities of the localities in the master plan;
5. International cooperation solutions
To enhance international cooperation, especially with neighboring localities in international border-gate area, so that information contents are plentiful and suitable to those in the localities;
6. Solutions on renewing, strengthening content development
a) To actively and promptly propagandize information on achievements of renewal process, Party's undertakings and policies as well as the State's law and development potentials and cooperation of Vietnam, about the country, people, history, culture and the material and spiritual values ​​of the nation;
b) Strengthening information on foreign economic relations, attracting foreign investment, promoting trade, tourism and international integration of Vietnam;
c) Strengthening work of forecasting, promoting scientific research, writing attractive articles of border, territorial, island, democratic, human rights, ethnicity and religious issues, existing problems and arising problems in the relationship between Vietnam and other countries, environmental issues, sustainable development;
d) Strengthening orientation, management, avoidance of sensitive contents of internal affairs, criticizing senior leaders of countries that affect Vietnam's relations with other countries;
e) To promptly detect and fight dissemination of distorting information on sovereignty, unity and territorial integrity of the nation;
e) To intensify attraction of social resources for making contents on external information system in international border-gate area.

V. Organizing implementation
1. Ministry of Information and Communications
a/ To be responsible for organizing implementation and monitoring of implementation of the master plan, basing itself on the country's economic development situation, to submit to the Prime Minister to update contents and adjust plans;
b/ To function as the key implementer and in collaboration with concerned ministries, branches in periodically inspecting and supervising implementation of the master plan. To guide, examine and supervise use of funds for development of external information systems in international border-gate areas according to objectives and plans;
c/ To function as the key implementer and in collaboration with concerned ministries, branches in orienting, building and supplying information and propagation contents on external information system in international border-gate area;
d/ To function as the key implementer and in collaboration with the People's Committees of centrally-run provinces and cities in developing websites in Vietnamese, foreign languages ​​and national languages ​​sharing borders with Vietnam, providing information for external information work in the locality;
e/ To coordinate with the People's Committees of the provinces and centrally-run cities in upgrading degraded international border-gate information system and investing newly in areas where there is no border gate external information system;
f/ To coordinate with concerned ministries and branches in organizing events on exchanges, popularizing culture and tourism, introducing the country and people of Vietnam, promoting investment, trade and introducing products, goods and services of the provinces of Vietnam with the countries sharing the border.
2. The Ministry of Planning and Investment
a) To function as the key implementer and in collaboration with Ministry of Information and Communication and Ministry of Finance in mobilizing sources of capital for development of external information system in international border-gate area;
b) To function as the key implementer and in collaboration with Ministry of Finance in allocating annual investment funds from the State budget for implementation of schemes and projects on development of external information systems of international border-gate areas.
